Following the Pilkhana massacre which occurred February 25 and 26 leaving 74 dead and the inferno at the Bashundhara City shopping mall complex March 13 leaving seven dead, Prime Minister Sheikh Hasina said security measures are being tightened countrywide across Bangladesh.

Fire drills will be enacted at all key-point installations (KPI). Fire fighting systems will be examined by the fire brigade and the public works department (PWD) to ensure functionality. Security measures will be enhanced supplementing areas under private security such as at the Bashundhara City Complex.

The Fire Service and Civil Defence Department requires modernization and needs new equipment to fight fires past the sixth floor of buildings. The Fire Brigade says it needs turntable ladders, snorkels, foam-tenders, lighting units, emergency tenders, fireproof uniforms, and rescue ropes for fire fighting and rescue operations. Transportation to fires is also an issue due to narrow roads, low electrical wires and congestion.

The Bangladesh National Building Code requires fire fighting equipment installed in buildings over seven floors. This code is to be monitored by authorities to ensure compliance with the new guidelines and to make sure buildings are being maintained.

The Bashundhara City Complex opened Monday for shoppers two days after Friday’s blaze. A probe is underway to determine the cause of the fire and to assess structural damage.

Loss of life was minimized as the blaze broke out on a Friday, the beginning of the weekend in Bangladesh, so offices in the upper floors were empty. The lower eight floors are used for shopping and the upper floors are all Bashundhara Group offices.

The mall is valued at Tk 7.0 billion (US$100 million). It is not known if the complex is covered by fire insurance.

It is estimated that it will take over two years to rebuild the area damaged by flames which were burned down to a skeleton. Bashundhara City’s technical advisor, Latifur Rahman, estimated damages at Tk 2.0 billion (US$29m).

Only one television cameraman has been allowed in to film the burnt area. None of the 2,500 shops, cinemas or cafes were burnt by the inferno. The seventh and eighth floors still experience smoke damage, and there was water damage to merchandise.

A three member committee is currently investigating the cause of the fire which will consist of Iqbal Khan Chowdhury, joint secretary of the ministry, representatives of the police, IGP Noor Muhammad, and fire brigade, Director General Abu Nayeem Md Shahidullah. The committee is required to report within the week with their findings. The forensics department is also sifting through the burnt remains.

The Dhaka Chamber of Commerce and Industries has also formed a committee which has begun interviewing witnesses and recording their testimony alongside the government committee.

It has been discovered that 150 closed circuit cameras were not being used when the fire started. Another mystery is why the mall fire fighting system has been found unused.

“In the shopping mall there is an ultra-technology elevator which runs even without electricity but we have found that locked,” Iqbal Khan Chowdhury, joint secretary (Police) of the home ministry, said. “Why the fire burnt so fiercely is a matter to think. We have to see if there was any incendiary substance there. These matters seem to be mysterious.”

Mall management has been asked to submit substances and items which would have been in the upper floors when the fire started. The fire erupted on the 17th floor and spread quickly to the two floors above and engulfed the three floors below. The aerial ladders belonging to the Fire Service and Civil Defence reached as high as the 13th floor of the 21-storey building.

Videos have been sent to the United States (US) for examination to assist in determining the cause of the fire and to help in the damage assessment. Experts from the US are expected to arrive soon.

Firefighters were brought to the rooftop of the 20-storey tower by helicopter. The only fatality in this operation was Baki Billa, a firefighter of Bashundhara City firefighting department, who fell when climbing down a rope from a helicopter to the roof of the building. Three other firefighters made the transition safely. At this same time, the chief security officer was safely rescued by the Bangladesh Air Force helicopter, a Bell 212. Six security officers of the complex also lost their lives.

The United Nations High Commissioner for Refugees (UNHCR) has said that 200,000 people in Yemen have been displaced by ongoing violence, and that the growing number of refugees is straining the ability of aid agencies to shelter and care for those forced to flee their homes.

The refugee agency reports that thousands of civilians in north Yemen are fleeing to neighboring provinces in a desperate search for safety, shelter and assistance, as the current wave of fighting between the government and the al-Houthi rebel group is entering its sixth month. It added that it is fast running out of space and money to care for them.

“We now estimate that some 200,000 people have been displaced by the conflict in Yemen since 2004, including those displaced by the latest escalation which erupted in early August last year,” said UNHCR spokesman Andrej Mahecic.

“These newly displaced people bring stories of intense clashes in Razeh, Saqain and Sahar districts and report dozens of civilian casualties as a result of air strikes and heavy fighting,” Mahecic added, as quoted by Voice of America. “UNHCR is not present in the conflict area and has no independent confirmation of these reports.

“We now estimate that some 200,000 people have been affected by the conflict in Yemen since 2004, including those displaced by the latest escalation which erupted in early August last year,” he continued.

The spokesman noted that camps for the displaced are stretched to capacity, and aid resources are quickly becoming depleted. News24 reports that one camp at Al Mazrak in the Hajjah province is now home to 21,000 people, double its intended capacity, and others were also being populated quickly and in dire conditions.

“The shelter situation is equally dire in Amran province where most of the arriving IDPs are staying with host families or renting places. Over the New Year’s week alone, more than 5,000 IDPs arrived to Amran City,” Mahecic said. “The acute lack of shelter and accommodation is creating tensions between the displaced and the local population. In the absence of an immediate and feasible camp option, UNHCR is planning to set up a transit center in Amran as an interim and temporary solution,” he concluded.

The UN has issued a US$177-million appeal on behalf of all UN agencies working in Yemen; so far, less than one percent of that has been received.

An ethical controversy has surged in the United States and elsewhere around nine-year-old Ashley X (her family name has not been released). The disabled girl was operated upon at the request of her parents, to prevent her from growing, menstruating and developing breasts. The parents, who wish to remain anonymous, explain their situation on a blog entitled The “Ashley Treatment”. There have been over 1000 reactions on the blog so far.

Ashley suffers a condition termed static encephalopathy with marked global developmental deficits of unknown etiology, which means brain damage of unknown cause leading to a kind of static condition. She can make sounds, move her arms and kick her legs, but she cannot change her position, eat, walk, talk etc. Many of these children are in poor health and die young, but Ashley is in good health. For all of these functions she depends on her caregivers. Most of the day she passes watching her surrounding, lying on a pillow. Her parents call her their “Pillow Angel”, “since she is so sweet and stays right where we place her—usually on a pillow.”

Ashley’s parents want to keep her at home and care for her themselves, and they want to guarantee their daughter’s quality of life. To this end, they say, Ashley underwent several surgical procedures and medical treatments during a period of three years. To attenuate her growth, Ashley was given high doses of the hormone estrogen. Ashley now measures 4ft 5 (1m 35cm) and weighs around 75 lbs (34 kg), which is below her expected length and weight. Her low body weight and size would improve her comfort, and at the same time facilitate the work of her caregivers.

Surgery to remove her uterus (a procedure called a hysterectomy) and breast buds were performed, so Ashley does not menstruate and will not develop breasts, both of which parents think only would cause her discomfort. Since high estrogen levels can cause menstrual bleeding and breast development, the surgery was also meant to limit these effects. She also underwent surgery to remove her appendix, because it would be difficult to diagnose appendicitis given Ashley’s low communication possibilities.

Microsoft announced on Thursday they are partnering with KIND Financial to help governments track the production and distribution of legal marijuana. Kind Financial, a California-based start-up company, began selling its Agrisoft Seed to Sale software three years ago. Microsoft is admitting Kind’s software on the Government portion of its Azure cloud service.

Although Kind Financial CEO David Dinenberg stressed to The Guardian they “absolutely do not touch the plant”, his company does business with growers and distributors of marijuana, as well as the governments that regulate it. State law in twenty-five US states — but not US federal law — has legalized marijuana, whether medicinally or for recreational use. Kimberly Nelson, Microsoft executive director of state and local government solutions, said they expect significant demand for technology to help states make sure cannabis distribution within their state is done according to their laws.

Kind also provides kiosks similar to automated tellers (ATMs) to facilitate marijuana transactions in dispensaries. The distribution of marijuana is often done only with cash or through machines like the ones Kind offers since many banks in the United States shy away from the marijuana industry entirely. Microsoft is not interacting with this part of Kind’s operations, however.

Microsoft and Kind will apply for contracts with state governments for their software. Currently, they have applied to Puerto Rico, a US territory, where medical marijuana has recently been made legal. BioTrackTHC, a company similar to Kind Financial, already has contracts with Washington, New Mexico, and Illinois.

Dinenberg said his company’s partnership with Microsoft is a major step in advancing the legitimacy of cannabis-related businesses.

On Monday, Swiss authorities refused a request from the U.S. to extradite Polish film director Roman Polanski, who has been under house arrest in his chalet in Switzerland since December 2009, on charges stemming from the 1977 accusation that he had sex with an American thirteen-year-old girl, Samantha Geimer, in Los Angeles, California. Though the film director pled guilty to rape and unlawful sexual intercourse, he fled to France before he could be sentenced.

A top U.S. Justice Department official, Lanny Breuer, has said that he is “deeply disappointed” with the Swiss decision, and that the U.S. request that Polanski be sent to the United States was completely supported by treaty, facts and the law. Also, U.S. State Department spokesman P.J. Crowley said “The rape of a 13-year-old girl by an adult who should know better, and that does know better, is a crime. We will continue to seek justice in this case, and we will evaluate our options.”

Breuer also stated that the U.S. government will review its options. However, Switzerland has said no appeal to its decision was possible. Polanski was arrested last September by Swiss police when he arrived in Zurich to receive a lifetime career award at a film festival. The Swiss were acting on a request from the U.S. government.

The Swiss Justice Ministry based its decision on the fact that it was unable to determine whether Polanski had already served the full sentence for his crime. This was due to the Los Angeles Superior Court in May ruling that the records of the closed-door 1977 hearings had to remain secret. The Swiss Justice Ministry said U.S. officials should have backed up their request by providing confidential testimony about Polanski’s 1977 sentencing procedure in Los Angeles. In past hearings, Polanski’s lawyers argued that there were irregularities in the original handling of the case, and U.S. judge Peter Espinoza agreed there was misconduct by the original judge.

Libertarianz party president, Craig Milmine, and the party leader, Bernard Darnton, spoke exclusively to Wikinews journalist Gabriel Pollard about the political philosophy, libertarianism in New Zealand. This article follows on from interviews with republican, Lewis Holden; and monarchist, Noel Cox.

The idea of libertarianism is where consent is required for all actions between people, and that these interactions are voluntary. Over four million people will be given freedom to run their own lives as Mr Milmine said. He says the Government doesn’t follow this generally accepted principle. “They take money without consent, order us around, and tell us what we can and cannot put in our bodies.” Their party website states, “We will put paid to bloated government bureaucracy and its authoritarian inclinations.”

Mr Darnton said that one of the biggest jobs of Libertarianz is to show New Zealanders how their lives could be better. “Most parties complain when others steal their policies. We just smile and get on with the next thing.” Libertarianz is, as Mr Milmine says, “principled opposition to the idea of a large nanny-state government in New Zealand.

“A burglar stealing your TV is in the wrong because they are taking without permission. The government steals a proportion of your wealth every year, the fact that they allow a minor amount of input from you into how they are going to distribute the stolen loot does not change the fact that they stole it in the first place.”

Mr Darnton also describes the current system of governance as a game. “What’s right or wrong doesn’t really matter as long as the red team or the blue team or whoever is scoring more points. I think that’s a terrible way to approach government.”

The reason this political philosophy, underpinned by objectivism, isn’t well accepted in the New Zealand culture is because New Zealanders are generally wary of major change, vote for the party they always have, and vote for the party they think will win, not the one they want to win, Mr Darton believes. “These sorts of behaviour reinforce the big parties, even though neither have much to offer,” Mr Darton said, “What Libertarianz is proposing is something quite different to anything any other party is putting forward.” Mr Milmine sees New Zealanders accepting libertarianism because, “Slowly people see that the government doesn’t solve their problems, it caused them in the first place.” And when this is followed by a significant minority, Mr Milmine says, the change will happen very quickly.

Although Mr Milmine does say that he cannot predict what will happen to New Zealand if it were to change to a libertarianism state, “because it is asking me to predict the interactions of over four million people when they are given freedom to run their own lives.”

As well as changing the system of Government, Libertarianz also propose New Zealand becoming a republic and removing the constitutional monarchy. Mr Darnton said, “The monarchy is so distant in New Zealand that I don’t think becoming a republic would make a big difference in many people’s lives.” Mr Milmine says, “A head of state has a valid role to play as a check on the power on the government, but it cannot perform this role if it is toothless.”

Although Mr Darnton believes that New Zealand will eventually become a republic, he is wary of making a push to it too quickly. He cites anti-prosperity and the governmental interference as issues that could make it into a written constitution and making it harder to shift later. While Mr Milmine says they would run into problems with people disagreeing with the Treaty of Waitangi if it were placed into a written constitution. But says a written constitution is needed, “There are examples of where [a written constitution] has worked and there are plenty of examples of the government ignoring the rights in our Bill of Rights because of the lack of a written constitution.”

And the final question asked to both Craig Milmine and Bernard Darnton was whether they were a Holden or a Ford fan. Mr Milmine said he preferred “Subaru – I prefer the rallies – they allow more freedom” while Mr Darnton bluntly said, “No, I’m not.”
