Alfred Hsing, a US martial artist with Chinese origins, besides having a long history of martial arts training in various styles, such as traditional kung fu, tae kwon do and karate, considers wushu – an athletic sport based on Chinese martial arts – as a form of art that pushes one’s physical limits and stimulates the mind at the same time. After having won the gold medal at the 10th World Wushu Championships, he became international movie star Jet Li’s personal assistant and went on to do stunts, action choreography, and land roles in movies.

These are the details of the new Household Charge – a new Property Tax that were announced in Budget 2012 and will be introduced in Ireland from January 2012.

The Bill has yet to be passed into Law – but it was passed in the Dail on Dec 14th.

The 2012 Household Charge amount will be set at E100 a year. The Household Tax will have to be paid before March 31st in each year of liability to avoid penalty charges.

Owners of residential property will be liable for the charge on each residential property they own as at 1st January 2012. Tenants will not have to register to pay the Household Charge.

Billing: No bills or invoices for this household charge will be sent – the charge will be on a self-declaration basis.

The definition of a residential property includes – house, maisonette, flat, apartment, bedsit. So – the owner of a building split into 5 bedsits will be liable for five lots of Household Charge.

A building is liable if it is occupied, or suitable for occupation. An empty house will not be exempt.A property which is let to more than one tenant with exclusive use of a bedroom for each person and joint use of common areas will only be liable for one Household Charge. Registration and payment can be carried out online when the HouseholdCharge.ie website is up and running. There will also be an option to register and pay by post. No other method of payment (i.e. in person) has been mentioned.

The liability date for 2012 will be January 1st 2012 and households will have three months to pay.

Late payment penalties will apply as follows:

Payments made within 3 and 6 months of January 2012 – a 10% penalty.

Payments made between 6 and 12 months late – a 20% penalty.Payments more than 12 months late – a 30% penalty plus 1% interest per month

So – if someone is 12 months late paying the E100 household charge – they will owe E130 plus another E12 interest – a total of E142.

If charges remain unpaid a charge will remain attached to the property

Selling House: A vendor of a residential property must pay any household charge, late payment fee and late payment interest due on the property and give a certificate of discharge, exemption or waiver in respect of each liability date during the vendor’s ownership to a purchaser on or before the sale or transfer can be completed.

Payments- The new charges will be payable as a one off payment online or by post or by quarterly direct debits. No “over the counter” payments are mentioned. There is no E10 fee for over the counter payments (this will apply to NPPR payments from 2012)

The following exemptions from the Household Charge apply: etc.

The following buildings are not defined as residential property and will not be liable for the charge: Buildings that are …• Part of the trading stock of a business and from which no income has been derived since the building’s construction, and has never been used as a dwelling.• vested in certain public authorities;• owned by voluntary housing bodies;• Wholly used as dwellings and liable for commercial ratesAn owner of a residential property is exempt from the household charge if, on the liability date, the residential property is:• Comprised in a discretionary trust;• Owned by an approved charity;• Vacated by the owner by reason of long term mental or physical infirmity.

The following households will have the charge waived:

1. Those in receipt of mortgage interest supplement – (about 18,000 households)

2. Those in certain unfinished housing estates (Estimated to be less than 1300 estates): – which will be on a list prescribed by the Minister for the Environment, Community and Local Government. (List not yet available).

Co-owners of property shall be jointly and severally liable for the charge, and payment of the charge by any one co-owner shall discharge the liability for all the co-owners

The Household Charge is just an interim measure to be put in place until a full property tax system is worked out.

The Household Charge/ Household Tax collected is supposed to be used by local authorities to help fund local services such as fire and emergency services, libraries, street cleaning, lighting, planting etc. Up until now the Exchequer has contributed to the funding of these services, but now some of the funding will be collected through the introduction of this household charge.

The Household Charge is expected to raise about E160 million a year, but there will be costs incurred in administration and collection of the charge.

A California jury in a Humboldt County courthouse ordered nursing home operator Skilled Healthcare (SH) to pay $671 million (about €531 million) in a class action lawsuit from patients of SH’s 22 California facilities and their families. The jury found that SH failed to properly staff its facilities to comply with California state law.

The jury has not heard the case for punitive damages; however, it awarded the plaintiffs $613 million (about €484 million) in statutory damages. The remaining $58 million (about €46 million) was in restitution.

After the verdict was issued, Skilled Healthcare stocks plunged over 75% to a record low.

An official statement from SH says it “strongly disagrees” with the jury’s verdict. SH plans on filing an appeal to the decision. The company could possibly face bankruptcy because of this verdict.

One of the lawyers for the nearly 32,000 plaintiffs, Timothy Needham, claimed that inadequate staffing levels put SH’s patients at risk. He said, “The company knows that this lack of staffing causes a higher risk of problems for patients. Call lights don’t get answered, persons don’t get proper hygiene, persons don’t get their medications on time or the care they need.”

This lawsuit does not apply to SH’s facilities in Arizona, Iowa, Kansas, Missouri, Nevada, New Mexico, and Texas.

Viktor Schreckengost, the father of industrial design and creator of the Jazz Bowl, an iconic piece of Jazz Age art designed for Eleanor Roosevelt during his association with Cowan Pottery died yesterday. He was 101.

Schreckengost was born on June 26, 1906 in Sebring, Ohio, United States.

Schreckengost’s peers included the far more famous designers Raymond Loewy and Norman Bel Geddes.

In 2000, the Cleveland Museum of Art curated the first ever retrospective of Schreckengost’s work. Stunning in scope, the exhibition included sculpture, pottery, dinnerware, drawings, and paintings.

Foot and ankle pain has become an epidemic in our society. Diabetes, arthritis, weight gain, injuries and other medical conditions are known contributing factors. If you suffer from chronic foot and ankle pain, relief may be at your doorstep!

When people live with pain on a daily basis, they have difficulty performing simple daily activities. Some have difficulty sleeping or simply walking. This often leads to depression, weight gain and stress. The cycle continues, leading to further distress and life changes that are difficult. The conditions worsen as people don’t know where to turn for relief.

Cryoanalgesia, also known as Cryosurgery, has been used for almost 20 years to relieve chronic foot and ankle pain by freezing the painful. Newly developed techniques and improvements in the CryoStar technology have led to excellent treatments for relief of pain.

Dr. Marc Katz, a Tampa Podiatrist, has performed hundreds of procedures for relief of foot and ankle pain. He has made it his goal to find a successful treatment and has refined the procedure through extensive training, advanced technology and experience. He found that many patients either lived with foot pain or had multiple types of treatments from many medical specialties with little to no relief. Many people had been told that there was nothing else that could be done to provide them with relief.

So where do you turn when you can’t get relief from chronic foot and ankle pain?

Cryosurgery!

The procedure is minimally invasive and takes 15-30 minutes. During a typical in-office procedure, local anesthetic is used so that the cryoprobe can be introduced without discomfort. The probe is inserted through a small skin opening which will require no sutures. The doctor uses a stimulator to locate the nerve. The freeze cycles are then initiated to give long-term pain relief and produce an anesthetic effect.

The patient may perform most of their regular tasks immediately, however . they are advised to decrease their normal level of activity over the first 48 hours. Postoperative discomfort is minimal.

In some cases more than one treatment is needed to obtain optimal results. ‘Success rates have been around 80 percent in most patients’, says Dr. Katz. ‘As with any treatment, results will vary. However, most patients get significant relief with the Cryosurgery treatment. Some patients may require treatment of several nerve areas to get relief and may need the procedure repeated to gain additional relief.’

The latest more specialized Cryosurgery procedure takes advanced skills and is more time-intensive, but allows for localization of the abnormal nerve using a stimulator probe. Also, the area is checked for motor nerves. Those are the nerves that control muscle movement and should not be frozen for pain relief. ‘It is a more exact and precise procedure, so there is little to no guessing. When freezing the nerve, I am more confident that the actual nerve is freezing and not just an area close to the nerve’, says Dr. Katz.

The Cryosurgery procedure sounds fairly straightforward, but it’s more than technique and technology. Another important step in obtaining pain relief and success involves the correct diagnosis and finding the source of the pain. This can be a challenge because many patients have a hard time describing the type and location of their pain. The pain may also vary from day to day. Specialized protocols are used to locate the nerve causing the problem and to diagnose and prove the painful condition prior to performing any procedures. Dr Katz believes that this extra step is critical to good outcomes. ‘Spending individualized time with each patient makes a world of difference.’

So what should my expectations be from the Cryosurgery procedure?

The majority of patients get significant pain relief for at least 6-8 months. The relief can be long-lasting if the underlying problem that initially caused the pain is treated. Not all patients treated with Cryosurgery will get relief. Some may require more than one treatment and others may not get relief at all. Also, after treating an area there may be numbness that can be long-lasting. Other previously unidentified pain areas may become more apparent after pain relief in another area. In those cases, the other involved nerves can also be treated. Complications are rare, however with any procedure, they can occur. This should be discussed with your Cryosurgeon prior to the procedure.

So don’t give up, Cryosurgery may be the answer for relief of your painful foot and ankle problems.

Jack Diesing Sr., former chairman of the College World Series has died at the age of 92. His son announced the cause of death as complications from Parkinson’s disease. Diesing was chairman of the series from 1963 until 2002.

Diesing helped the tournament become one of the most successful college events in the United States. He became chairman in 1963 after his boss at Brandies department store died and passed on his duties to Diesing, one of which was the chairman role.

Before taking the role the series had only made a profit in five of its fourteen years. Under Diesing’s leadership the series never made a loss. During his time as chairman he also negotiated a long term contract with the NCAA and lengthened the series from 5 to 10 games.

Diesing’s son, Jack Diesing Jr., released a statement on his fathers death saying “My dad will be missed by a lot of people, but he won’t be forgotten”. He continued to say that his goals were to make “Omaha a better community” and to secure the “CWS to mantain its legacy”.

At the time of his death Diesing was still chairman emeritus of College World Series of Omaha Inc., a non-profit organization that helped with the coordination of the series.
