On Wednesday, the Internet hacking collective Anonymous vowed to publish the names of the four suspects involved in the alleged rape of Canadian Rehtaeh Parsons, who committed suicide last week.

A message sent to Royal Canadian Mounted Police (RCMP) by the hacktivist group called “for immediate legal action” in the case, citing that “If we [Anonymous] were able to locate these boys within 2 hours, it will not be long before someone else finds them.”

This latest operation by the group, dubbed “Operation Justice For Rehtaeh”, led to expression of concern among the members of the RCMP. In an interview with the National Post, Nova Scotia Justice Minister Ross Landry spoke of the dangers of releasing this crucial information in this ongoing investigation, “We don’t want another child taking their life because some vigilante group think it’s OK … maybe it’s a wrong name — then what would they do to someone?”

The 17-year-old Parsons was taken off life support on Sunday following an attempt to take her own life days before. Her mother erected a Facebook page celebrating the life of her daughter as well as acknowledging the true reasons for her daughters tragic passing, “Rehtaeh is gone today because of the four boys that thought that raping a 15-year-old girl was okay, and to distribute a photo to ruin her spirit and reputation would be fun.”

Thursday morning, at Salvador Castro Middle School in the Westlake District, Los Angeles (L.A.), California, US, four students were injured when a gun went off in a girl’s backpack, according to police. L.A. police took a suspect into custody, a twelve-year-old female student, and recovered the gun at the scene.

The four injured students were transported to a local hospital. A fifteen-year-old boy suffered a gunshot wound to the head and was recovering according to a Los Angeles County-USC Medical Center spokesperson on Wednesday. A fifteen-year-old girl was shot in the wrist, and two other students were grazed. The girl and two other students were hospitalized for their injuries.

A 30-year-old staff member was also injured, but reports were unclear whether she was injured by gunfire.

Police officials charged the twelve-year-old girl with negligent discharge of a firearm and she was taken to a juvenile detention center. Police said they did not believe the shooting was intentional, but suspected the girl had the gun in her backpack and it fired off when the bag dropped on the ground.

The Westlake middle school is located near downtown L.A. and is located on the campus of Belmont High School and had an enrollment last year of 355 students.

Owsley Stanley, mass-producer of LSD, the drug underlying much of the culture of the 1960s California hippie era, died Sunday in a car accident in Australia at the age of 76, his family announced on Tuesday.

According to The New York Times, “Mr. Stanley lent the ’60s a great deal of its color — like White Lightning, Monterey Purple and Blue Cheer, the varieties of his LSD that were among the most popular.”

Stanley, a talented, self-taught chemist who was known for the purity of his LSD, supplied the drug to such music groups as the Grateful Dead, the Beatles, and Jimi Hendrix, and provided the acid for Ken Kesey and his Merry Pranksters, whose antics were recorded by Tom Wolfe in the The Electric Kool-Aid Acid Test. The Rolling Stones once called his acid “the best LSD in the world … the genuine Owsley.”

He was also an early sound engineer and designed the high-fidelity sound system for the live rock concerts of the Grateful Dead, known as the “wall of sound”. It was essentially a massive public address system made up of 600 speakers that enabled musicians to mix their sound from the stage and reduce distortion. His recordings of Grateful Dead live performances, some having been commercially released, are valued as a documentary of their early music.

Sam Cutler, formerly the tour manager of the Rolling Stones, said of Stanley: “He was a very sophisticated man, an amalgam of scientist and engineer, chemist and artist.”

Stanley was born in Kentucky and studied engineering briefly at the University of Virginia before dropping out and joining the Air Force. In 1958, he moved to California and worked at a wide variety of jobs, before enrolling at the UC at Berkeley in 1963, at a time when drug use was pervasive. He got his first taste of LSD in April 1964 which transformed him. “I remember the first time I took acid and walked outside, and the cars were kissing the parking meters,” he said in an interview with the Rolling Stone Magazine in 2007.

Deciding to provide his own LSD to ensure its quality, Stanley created his own lab to produce it. According to The Washington Post, “Working at first from a makeshift bathroom laboratory in Berkeley, Mr. Stanley produced at least 1 million doses of LSD between 1965 and 1967.” His LSD was widely distributed. The lab was raided and he spent two years in prison.

Stanley moved to Australia in the 1980s when he become convinced the Northern Hemisphere would be destroyed in the coming of a new ice age. He lived in the Australian bush near Cairns, Queensland.

Results are coming in for the Northern Ireland Assembly election held on Wednesday 7 March. With all first preference votes counted, both the Democratic Unionist Party (DUP) and Sinn Féin have made gains: the DUP received 30.1% of first preferences, an increase of 4.4 percentage points on the 2003 election, while Sinn Féin won 26.2%, up 2.6 percentage points. This means that the two parties have gained more than half of the vote. The Social Democratic and Labour Party (SDLP) came third with 15.2%, the Ulster Unionist Party fourth with 14.9% and the Alliance Party fifth with 5.2%.

I’m optimistic that we can achieve a working government on March 26, but it’s a very stark choice for them — get into power, or shut up shop.

The election is a crucial step in restoring devolved government to Northern Ireland, which has been under direct rule from Westminster since October 2002, when the Assembly was suspended after allegations that an IRA spy ring was operating there. The resulting court case collapsed. Attempts to get the leading unionist and nationalist parties to resume power-sharing had failed until the St Andrews Agreement was reached in October 2006. This agreement commits Sinn Féin to accepting the Police Service of Northern Ireland and the DUP to accepting power-sharing.

All 108 seats have now been filled. The DUP are the largest party with 36 seats, followed by Sinn Féin with 28 seats. Their combined total of 64 seats gives the two parties a majority of ten in the Assembly, assuming that they are willing to work together. Among others, DUP leader Ian Paisley has been elected in North Antrim, as has Sinn Féin leader Gerry Adams in West Belfast. DUP deputy leader Peter Robinson topped the poll in East Belfast, where Naomi Long of the Alliance Party was also elected. The leaders of the other two main parties were also elected: Mark Durkan of the SDLP was elected on the first count in Foyle, while Ulster Unionist leader Sir Reg Empey was elected on the third count in East Belfast. Alliance Party leader David Ford was elected in his constituency of South Antrim on the fifth count. Dawn Purvis, leader of the Progressive Unionist Party (PUP), was elected on the last count in East Belfast. The Green Party won their first ever seat in the Northern Ireland Assembly, when their Northern Ireland chairperson Brian Wilson was elected on the tenth count in North Down with 2839 first preference votes.

Anna Lo of the Alliance Party has become the first candidate from an ethnic minority background to have been elected to the Northern Ireland Assembly, winning a seat in South Belfast with the fourth highest first preference vote in the constituency, 3829 votes. She said her decision to stand had been an extension of her community work, and that she wanted to give a voice to Chinese people who never felt they had any part to play in Northern Ireland politics. She also said she hoped that indigenous voters who were fed up with “tribal politics” would give her their support, and that she was determined “to be much more than a candidate for ethnic minorities”.

Counting the votes cast in the 600 polling stations continued through to Friday 9 March. Turnout was 63.5%, down 0.5 percentage points on the previous election. Assembly elections use the Single Transferable Vote (STV) method of proportional representation, with each constituency returning six MLAs.

Sinn Féin are not entitled to be at the table until they declare themselves for democracy. I am a democrat, I don’t speak to loyalist paramilitaries, I don’t speak to Sinn Féin.

A new power-sharing Northern Ireland Executive is to be formed by 26 March, according to the St Andrews Agreement. The election of a First Minister and Deputy First Minister requires the support of a majority of unionist MLAs and of nationalist MLAs (“parallel consent”). In practice this means that the largest unionist party and the largest nationalist party must agree to share power. If they cannot agree by the deadline the Northern Ireland Assembly at Stormont will be suspended again and MLAs will have their salaries and allowances stopped. Though there has been criticism of the deal reached at St Andrews by elements within both the DUP and Sinn Féin, the government in Westminster believes that these dissenters are in a minority.

Northern Ireland Secretary Peter Hain said to CNN: “I’m optimistic that we can achieve a working government on March 26, but it’s a very stark choice for them — get into power, or shut up shop”. But he also warned that “if this falls over on March 26, there is no prospect of another settlement for a very long time, maybe years”. On Friday 9 March Mr Hain began separate meetings with the leaders and deputy leaders of the DUP and Sinn Féin.

Sinn Féin leader Gerry Adams said he had “no problem” with working with the Unionists and shaking the hand of Ian Paisley: “I think it is very, very important in terms of representing a community that for a long time was marginalized and excluded. We’re about reaching out to the Unionists”.

All must now take responsibility in government for building and consolidating peace, this is what the people of Northern Ireland want. They deserve no less.

But Ian Paisley claimed that Sinn Féin’s decision to support the police had been “qualified”, and said, “you can’t pick and choose how far you are prepared to go for peace.” He also said that Sinn Féin had to “turn from their evil ways”. To the BBC he said: “We will enter into talks tomorrow with the Secretary of State, we will be meeting the Prime Minister next week, and the hard negotiations are now going to start. Sinn Féin are not entitled to be at the table until they declare themselves for democracy. I am a democrat, I don’t speak to loyalist paramilitaries, I don’t speak to Sinn Féin”.

On Friday 9 March British Prime Minister Tony Blair and Irish Taoiseach Bertie Ahern made a joint statement. They said, “The message of the electorate is clear. After so many years of frustration and disappointment, they want Northern Ireland to move on to build a better future together through the restored institutions. Many of the practical issues which have been raised in this election campaign can and should be resolved locally.” They said that they would work closely with the Northern Irish parties to restore devolved government by the deadline of 26 March and praised the progress already made in this direction. “The people of Northern Ireland have suffered grievous pain and loss. But enormous progress has been made and there is now no good reason why we should not be able to complete this historic process. All must now take responsibility in government for building and consolidating peace, this is what the people of Northern Ireland want. They deserve no less.”

People who suffer from mental health problems often feel isolated and struggle to cope with their routines on a day to day basis. The community mental health team can be invaluable in helping someone with mental health issues regain some control of their lives.

The community mental health team consists of a number of professionals who are trained in their specific areas and can include psychiatrists, psychologists, occupational therapists, social workers, and of course the community psychiatric nurse or CPN. Some specific problems or issues that can arise in addition to existing mental health problems or which can exacerbate or trigger mental health problems and which might need extra consideration include:

Financial problems

Physical disabilities

Housing issues

Divorce or relationship problems

Childcare issues

Certain kinds of mental health problems may result in different needs and may therefore require some specialist help to deal with and these can include:

Obviously, finding one person fully qualified and skilled in all of these areas just isn’t possible so the community mental health team work together in order to ensure that the best advice and support is available as many of the professionals involved will be trained in specialist areas that allow them to offer a better service to people suffering from specific problems. So what sort of people make up the mental health team?

Psychiatrist

Patients can be referred to a psychiatrist by their doctor. After an initial assessment, the psychiatrist will recommend a suitable course of treatment and medication. If a mental health problem is particularly severe then they are also able to recommend that the individual be detained in hospital for a period of time. However, this is a last resort and also requires the approval of another doctor and a social worker who all agree that this is the best option for an individual concerned either for the individual’s safety or for the safety of others.

Psychologist

Psychologists have an understanding of human behaviour, emotions and how the mind works and although they cannot prescribe medication they can offer various types of psychological therapies. Patients can be referred to them by the doctor or other members of the community health team.

The Key Worker

People suffering from mental health problems will usually be assigned a key worker, which can be anyone in the community mental health team. The main responsibility of the key worker is to make sure that the individual is getting all the help he or she needs. They will regularly assess the progress of an individual and report back to the rest of the team.

Community Psychiatric Nurse or CPN

The key worker will often be a CPN who will usually make regular visits to people with mental health problems in their own homes. They offer an important lifeline for people who are feeling isolated and alone with their mental health problems or who are experiencing particular difficulties. They are aware of the many issues surrounding mental health and can listen as well as help people talk through their problems in a setting in which they feel comfortable.

The CPN will liaise with and work closely with other members of the team to make sure that any practical support and assistance is offered when needed. They monitor medication, make sure the individual knows how to take their medication and they also look out for additional symptoms or side effects of that medication. The family and loved ones of a person suffering from mental health problems often need additional support in order to understand mental illness and to be able to cope with it, the CPN can offer practical advice and guidance.

Occupational Therapists

Occupational therapists help individuals to cope with practical issues on a day to day basis in areas such as dressing, toileting and feeding themselves and can help individuals regain some control of their lives.

Social workers

Social workers can ensure that an individual gets access to various social services that will improve their quality of life and that they may be entitled to such as home help, respite care and perhaps admission to day or residential centres. They can also offer assistance in dealing with housing needs, financial difficulties or other social problems.

The best care

Many other people can be involved in the community mental health team including various support workers, therapists, counsellors, and of course loved ones. Together they all make sure that the individual suffering from mental illness gets the best care possible. Each team member can make a valuable contribution to the individual’s quality of life and can help them not only to cope with their illness on a day to day basis but to regain control over their lives and integrate with the rest of the community in a positive and productive way.

British-based utility company Centrica, which holds ownership of British Gas, has announced its intentions to increase the prices of domestic electricity and gas later this year. On August 18, 2011, the company plans to raise the costs of gas and electrical supplies by eighteen and sixteen per cent, respectively. According to The Guardian, nine million customers will be affected by these changes.

British price comparison website uSwitch has reported that the “[a]verage household bill for a dual fuel British Gas customer will now go up from £1,096 to £1,288”. Mike O’Connor, the chief executive officer of consumer organisation Consumer Focus, has claimed that the announcement “will send a shock wave across the country” and will place an increasing amount of difficulties “on stretched household budgets. Consumers […] rightly question whether prices are fair.”

Phil Bentley, a managing director for British Gas, has claimed that value increases like this are “an issue facing all energy suppliers”. A director for British Gas, named Ian Peters, has claimed that “a fair return” will be made after the changes occur.

In 2010, British Gas experienced its largest ever profit, making £742 million (US$1,192 million, €835 million). Meanwhile, Centrica achieved £2.4 billion (US$3.8 billion, €2.7 billion) in profits. Richard Lloyd from product sampling charity Which? criticised the decision to raise prices, calling the declaration “unwelcome but unsurprising” for British Gas consumers.

Previously in December 2010, British Gas increased the price of its gas by 6.9%, which equates to £43 (US$69, €48). At the same time, the company’s electricity prices were raised by 6.7%, or £28 (US$45, €32). On Friday, Chris Huhne, the secretary of the Energy and Climate Change Select Committee, said that British electricity businesses must modify themselves so as to avoid “the cycle of fossil fuel addiction. Alternatives like renewables and nuclear power must be allowed to become the dominant component of our energy mix,” said Huhne.

This news comes to light as Scottish Power, a rival energy company to British Gas, announced last month their intentions to up the prices of their electricity and gas supplies by ten and nineteen per cent respectively.

Dominique Strauss-Kahn has resigned as the head of the International Monetary Fund after he was arrested and charged with sexually attacking a chambermaid at a hotel in New York. In a statement to the executive board of the IMF, he said he was resigning from his position “with immediate effect” to “devote all my strength, all my time, and all my energy to proving my innocence.” Officials at the IMF said they would soon be releasing information about his successor.

In the statement to the board, he said it was “with infinite sadness” that he had to resign, and paid tribute to the IMF. “To all, I want to say that I deny with the greatest possible firmness all of the allegations that have been made against me,” he said.

The politician is currently being held at the notorious Rikers Island, where he has been put on suicide watch, after a judge at a court in Manhattan denied him bail for fears he was a flight risk after he reportedly tried to flee the country on a passenger jet. In court earlier this week, where Strauss-Kahn appeared tired, he denied the charges against him and offered $1,000,000 bail, but the judge refused.

Prosecutors allege Strauss-Kahn sexually assaulted a chambermaid at a luxury hotel near Times Square. “The maid described being forcibly attacked, locked in the room and sexually assaulted,” a spokesperson for the New York Police Department said.

Detectives said the politician was detained in the first class cabin of the Air France passenger plane which was minutes from leaving for Paris. Strauss-Kahn had reportedly fled the hotel “in a hurry” after the attack, leaving a number of personal effects behind. He was charged with committing a criminal sexual act, attempted rape, sexual abuse, unlawful imprisonment and forcible touching.

Investigators have this week continued to search the hotel room where the alleged attack took place, removing a piece of carpet in the suite which they hope will prove the allegation by the chambermaid that he forced her to have oral sex. Benjamin Brafman, the lawyer defending Strauss-Kahn, said forensic evidence found in the room at the Sofitel New York hotel “will not be consistent with a forcible encounter”.

Strauss-Kahn is to make another court appearance to plead for bail again this morning, Brafman said; the defence is reportedly considering telling the judge he will surrender his passport, wear an electronic tag, and remain under strict living conditions.

The IMF has said it will soon release information about Strauss-Kahn’s successor; John Lipsky, the deputy head, has been acting as head since the arrest at the weekend. The incident comes at a critical time for the IMF as it tries to the financial states of struggling eurozone countries. Strauss-Kahn was meant to discuss the bailouts of Greece and Portugal with European Union financial officials at a meeting in Brussels earlier this week.

Before his arrest he was expected to announce his candicacy in the race for the French presidency, and analysts suggested he posed a real threat to Nicolas Sarkozy, but the charges will likely put and end to the hopes of his supporters.

Aung San Suu Kyi, the detained leader of the National League for Democracy in Myanmar marked her 62nd birthday today, still under house arrest, where she has spent most of the past 17 years.

About 250 supporters met at the National League for Democracy (NLD) headquarters in Yangon, not far from Suu Kyi’s home, and held a rally calling for her release. Doves and balloons were released into the air, under the watchful eyes and video cameras of around 50 plainclothes police officers, who were stationed across the street.

The police force was augmented by a dozen truckloads of members of the Union Solidarity and Development Association, the political arm of the State Peace and Development, the junta that rules Myanmar.

“The doves symbolise peace. We also released colourful balloons, which rise like her prestige when they fill the sky,” NLD women’s wing leader Lai Lai was quoted as saying by Agence France Presse.

With the party marking marking Suu Kyi’s birthday as “Myanmar Women’s Day,” Lei Lei read out a statement at the ceremony, calling Suu Kyi “irreplaceable” and praising her “honesty, bravery and perseverance.”

Security was beefed up around Suu Kyi’s lakeside home on University Avenue, which is usually open to traffic during daytime, but is closed on significant anniversaries such as Suu Kyi’s birthday or the May 30 anniversary of her detention.

NLD supporters said police were also watching their homes.

“Plainclothes police circled around my house on their motorcycles last night until dawn,” Su Su Nway, 34, was quoted as saying by Agence France-Presse. She was arrested on May 15 with 60 others during a prayer rally for Suu Kyi in Yangon, and was released for health reasons on June 7. She said around 52 NLD supporters were still in custody.

Suu Kyi is generally barred from receiving visitors, so she spent the day alone. Except for her maid, a personal physician, a dentist and an eye specialist, the only other person to visit with Suu Kyi in the past year was United Nations Undersecretary-General for Political Affairs Ibrahim Gambari, whom she met for one hour last November at a government guest house.

Winner of the 1991 Nobel Peace Prize, Suu Kyi has been under house arrest for 11 of the past 17 years, continuously since 2003. Her National League for Democracy won a landslide election in 1990, but the military, which has ruled Myanmar since 1962, refused to honor the results. The country is also known as Burma, but the military government renamed it Myanmar in 1989.

Calls for Suu Kyi’s release have been issued by the NLD, various world bodies and other countries, but the pleadings have been met by no response from the generals.

“In our view, until their constitution is ratified, she will not be released,” Sann Aung, a Bangkok-based leader of the Burmese government-in-exile was quoted as saying by Reuters.

“They are worried that she will be a threat to the National Convention and the referendum,” he told Reuters, referring to the planned national referendum on a new constitution that is being written by the generals.

The Nation newspaper in Bangkok marked Suu Kyi’s birthday with an editorial, saying that sanctions against the Myanmar regime have been ineffective.

“The junta has earned huge amounts of foreign revenue from oil and gas exports, with prices jacked up many times over. With rich mineral resources, energy hungry countries have been attracted to Burma despite the repressive nature of the junta,” the editorial said, also making note of a recent deal that Russia has made to build nuclear reactor in Myanmar.

The paper also said Myanmar bodes ill for the 10-member Association of Southeast Asian Nations regional grouping.

“As long as Aung San Suu Kyi remains incarcerated, ASEAN’s reputation and the group’s international standing will be tarnished. Asean leaders have repeatedly appealed to the Burmese junta to free her, but to no avail … today, Burma is the black sheep of ASEAN. Without any current provisions for sanctions, Burma will remain as intransigent in the future as it is today.”
