BT Global Services this week laid out its vision for the next three years: its revenues to double in the USA, Japan, India and China, and £400m of annual savings, achieved through offshoring and slashing its procurement costs. £200m of this will come from a reduction in what it spends on technology from vendors on large systems integration projects.

CEO Andy Green admitted that BT had been slower than rivals such as IBM and Accenture to ramp up its offshore headcount. But he claimed that BT Global Services is thriving as the fastest-growing division within BT. He said that the division was outperforming its closest rivals, T-Systems, Orange Enterprise and AT&T Enterprise, which had all posted revenue declines for the most recent quarter. He said BT was fast becoming a familiar brand to businessmen in New York, Tokyo, Mumbai and Shanghai.

He disclosed a few revenue figures not revealed before. For the financial year ending March 2006, UK revenues rose just 2% to £5.5bn, while overseas revenues shot up 48% to £3.3bn. And of the £8.8bn total revenue, £1.6bn was captive work for its parent, while of the remaining £7.2bn, 18% came from the UK government sector and 17% from financial services. BT said it still harbours ambitions to conquer America, despite the failure of the ‘Concert‘ partnership with V in the 1990s.

In a separate story, BT announced it has chosen Chinese vendor ZTE to develop a dual-mode handset — 3G and DAB-IP — for launch by its BT Movio subsidiary next year. DAB-IP (in other words, IP over the DAB digital radio network) will enable BT Movio to broadcast four TV channels at acceptable quality to the handset.3G will enable video-on-demand, so that the users can specify what video clips or programmes they wish to watch. UK legislation specifies that no more than 30% of the DAB spectrum can be used for non-radio purposes, so BT is lobbying for more DAB spectrum to be released, to enable higher quality video and/or more TV channels.

Torture proliferates American headlines today: whether its use is defensible in certain contexts and the morality of the practice. Wikinews reporter David Shankbone was curious about torture in American popular culture. This is the first of a two part series examining the BDSM business. This interview focuses on the owners of a dungeon, what they charge, what the clients are like and how they handle their needs.

When Shankbone rings the bell of “HC & Co.” he has no idea what to expect. A BDSM (Bondage Discipline Sadism Masochism) dungeon is a legal enterprise in New York City, and there are more than a few businesses that cater to a clientèle that wants an enema, a spanking, to be dressed like a baby or to wear women’s clothing. Shankbone went to find out what these businesses are like, who runs them, who works at them, and who frequents them. He spent three hours one night in what is considered one of the more upscale establishments in Manhattan, Rebecca’s Hidden Chamber, where according to The Village Voice, “you can take your girlfriend or wife, and have them treated with respect—unless they hope to be treated with something other than respect!”

When Shankbone arrived on the sixth floor of a midtown office building, the elevator opened up to a hallway where a smiling Rebecca greeted him. She is a beautiful forty-ish Long Island mother of three who is dressed in smart black pants and a black turtleneck that reaches up to her blond-streaked hair pulled back in a bushy ponytail. “Are you David Shankbone? We’re so excited to meet you!” she says, and leads him down the hall to a living room area with a sofa, a television playing an action-thriller, an open supply cabinet stocked with enema kits, and her husband Bill sitting at the computer trying to find where the re-release of Blade Runner is playing at the local theater. “I don’t like that movie,” says Rebecca.

Perhaps the most poignant moment came at the end of the night when Shankbone was waiting to be escorted out (to avoid running into a client). Rebecca came into the room and sat on the sofa. “You know, a lot of people out there would like to see me burn for what I do,” she says. Rebecca is a woman who has faced challenges in her life, and dealt with them the best she could given her circumstances. She sees herself as providing a service to people who have needs, no matter how debauched the outside world deems them. They sat talking mutual challenges they have faced and politics (she’s supporting Hillary); Rebecca reflected upon the irony that many of the people who supported the torture at Abu Ghraib would want her closed down. It was in this conversation that Shankbone saw that humanity can be found anywhere, including in places that appear on the surface to cater to the inhumanity some people in our society feel towards themselves, or others.

“The best way to describe it,” says Bill, “is if you had a kink, and you had a wife and you had two kids, and every time you had sex with your wife it just didn’t hit the nail on the head. What would you do about it? How would you handle it? You might go through life feeling unfulfilled. Or you might say, ‘No, my kink is I really need to dress in women’s clothing.’ We’re that outlet. We’re not the evil devil out here, plucking people off the street, keeping them chained up for days on end.”

Below is David Shankbone’s interview with Bill & Rebecca, owners of Rebecca’s Hidden Chamber, a BDSM dungeon.

The U.S. space agency NASA called off the launch of Space shuttle Discovery today after a problem with a fuel sensor in the external tank used to detect fuel exhaustion. According to the agency-run NASA TV, the low-fuel sensor was either malfunctioning or damaged. The launch was already facing the threat of a scrub due to thunderstorms in the area.

The sensor is one of four used to trigger the engine cutout after launch. Although only two are required for normal operation, and the Shuttle can be flown with one, NASA elected to maintain full redundancy. Should more of the sensors fail, the engine might burn out due to lack of fuel, a situation that has not been tested.

The problem was detected during a simulation of an empty tank. When placed in a mode simulating an empty tank, three of the sensors correctly registered that the tank was empty, while the faulty sensor stayed in the “full” state. NASA is currently unsure whether the problem relates to the sensor, the instrumentation circuits reporting the sensor’s state, or the simulation circuits.

The problem comes after a separate incident yesterday when a cockpit window cover fell from the Orbiter, damaging thermal protection tiles. A similar problem caused the replacement of the fuel tank in June. NASA described the problem as an “intermittent fault”.

The launch, which was scheduled for 3:51 ET (20:51 UTC), would have been the first launch of a shuttle since Columbia‘s February 2003 crash which killed all crew members aboard.

It is still unknown to NASA officials what caused the sensor to become defective. It is also unknown at the moment whether the issue will be fixed on the launch pad, or in the Vehicle Assembly Building – in which it takes close to a full day’s time to transport a shuttle between the two areas.

In the interim, the crew of the shuttle will stay at KSC unless there are further delays, in which case the crew might be transported back to JSC in Houston for refresher training.

Seeking to stave off the forest fires that have blanketed five Southeast Asian countries with choking haze for the past two years, Indonesian environmental and forestry officials said yesterday they would be able to reduce the number of hot spots this year by more than half.

Meeting in Jambi, Sumatra, cabinet ministers from Brunei, Malaysia, Singapore and Thailand heard what Indonesia plans to do this year to combat the illegal forest fires, which start each year during the August-November dry season.

“We are targeting a drop of about 50 percent in forest fires but we are entering the dry season between July and August so we have to increase our alertness,” Indonesian deputy environment minister Masnellyarti Hilman was quoted as saying by Agence France-Presse. “We explained the efforts that we’ve taken to prevent a repeat of the choking haze…and they praised our efforts,” he said.

A statement issued by the ministers after the meeting said Indonesia’s efforts would reduce the number of hot spots by 58 percent from the previous year.

Caused by slash-and-burn cultivation on palm oil and timber plantations on Borneo and Sumatra, the haze has covered parts of the affected countries for the past two years. It was first problematic in 1997, due to the El Niño weather pattern.

Pets are our friends and apart from providing company and protection to us, they provide some physical and emotional benefits as well. They are our companions, which is also similar to having a partner. While looking towards the benefits of your companion animal, it is imperative to ensure that they remain in good health. In the following, one will see some important pet health care facts to consider in order to achieve optimal health care for your pet.

Checkups at Regular intervals

Checkups can prove to be beneficial in preventing a lot of health related problems of pets in advance. There are some exams which are very important for better pet health care like dental exams, parasite control and health screenings. Regular checkups for your pet may save your pet from suffering from many major problems by offering advanced diagnosis of problems. If these problems are found early, immediate treatment is administered therefore, allowing your pet to live an ailment free life.

Parasite Control

Parasites are one of the major problems found in almost all pets. So parasite control is a challenge for every pet owner. They can cause hair loss of your pet, irritated skin and infections also. Regular checkups and proper medications is the only way to control it.

Regular Vaccinations

Regular vaccinations are a necessity and if your pet does not receive them, your pet may come down with common issues that are associated with pets like rabies, canine hepatitis, feline leukemia and distemper. To know the proper intervals at which your pet needs vaccinations, you should contact a veterinarian, as it varies depending upon age and health of the pet.

Dental Care

More often than people like to think, pets come down with tooth problems as well. This is why regular dental checkups are an important part of pet health care as well. They may suffer from tooth loss or gum pain also. So just like you, there is a need of regular cleanings, to keep their teeth healthy.

Avoid Human Medication

It is never suggested to give any animal medications that were manufactured for humans. Even though it may seem like something that should work, their tolerance is not the same as ours and their bodies react differently. Human medication can damage the kidneys of your pet or it may also kill your pet. If you are really serious about pet health care, then keep human medication away from them. In case your pet consumed any human medication accidentally, you should immediately contact your vet or call the ASPCA Animal Poison Control Center.

In an effort to ease complaints by the U.S. and Europe about a heavy influx of low priced Chinese goods, China will raise export tariffs on 74 categories of textile products in June. This follows plans from the U.S. to impose quotas on Chinese textiles and clothing.

Products likely to see an increase from the Chinese move include synthetic fiber shirts, trousers, knit shirts and blouses, cotton shirts, and combined cotton yarn. Last week, similar restrictions were imposed by the U.S. on cotton trousers, knit shirts, and underwear. Currently, a 2.5 cent charge per item is imposed; the new tariff will raise this to the equivalent of 12 cents per piece now. While this is a fourfold increase, it is not expected to affect consumer prices. Because of this, some doubt the tariff will have any effect on correcting the trade imbalance.

This move is in response to U.S. trade quotas imposed due to concerns that increased Chinese goods would put U.S. textile manufacturers out of business. According to Auggie Tantillo, executive director of the American Manufacturing Trade Action Coalition, a textile industry group in the U.S., the move will preserve 10,000 U.S. jobs. The new U.S. trade quota will limit the growth of Chinese textile imports to 7.5 percent compared with shipments over the past year.

Prior to January 1, a global quota system helped regulate the trade. With the quota system gone, fears have arisen that a flood of Chinese goods could undercut U.S. competitiveness in the market. China is able to market its goods cheaply due to an artificially weak yuan. The U.S. Treasury criticized the China yuan policy as “highly distortionary”, posing a major risk to China’s economy itself and to global economic growth. They challenged China to revalue its currency to bring it to a level they believe will allow fairer competition between global manufacturers.

China has disputed the charges of the U.S. Treasury. Chinese Commerce Minister Bo Xilai said, “I believe they are not reasonable”.

Laura Jones, a representative of large retailers, also criticized the move, saying “These restrictions on imports from China will do absolutely nothing to help the U.S. textile industry — and the government knows it.”

China has seen a boom in economic growth in recent years due to growing trade surpluses with the West, but economists worry that the trade gap will cause longer term global economic problems. China’s textile and apparel exports are the most noteworthy example, with exports up over 1,000 percent in some categories this year and the rapid loss of marketshare and jobs by U.S. textile manufacturers.

Beginning in 1978, the Chinese economy has been transforming from a Soviet-style centrally planned economy to more of a free market style system, under the rigid political control of Communist Party of China.

To this end, the government has leveraged foreign trade to stimulate economic growth. The result has been a fourfold increase in GDP, making China the sixth largest economy in the world. By 2012 the People’s Republic of China may have the highest GDP in the world.

According to U.S. statistics, from 1999 to 2004 China’s trade surplus with the U.S. doubled to $170 billion. Wal-Mart is China’s seventh largest export partner, just ahead of the United Kingdom.

However, the gains from their “socialist market economy” have not been without problems. The Chinese leadership has often experienced the worst results of socialism and capitalism: bureaucracy, lassitude, corruption, and inflation. Inflation rates have been an on-going challenge, reaching as high as 17% in 1995.

Environmental deterioration is a longer-term threat to economic growth. In 1998, the World Health Organization reported that China had seven of the 10 most-polluted cities on Earth. Another concern among some economists is that China’s economy is over-heating, and due to its global economic expansion this could have major repercussions among other nations.

Typically, wages have been low and working conditions poor, with workers living in restrictive dormitories and working at boring factory jobs. However, recent labor shortages have started improving conditions, and raising the minimum wage towards the equivalent of 100-150 US dollars per month. The labor shortages are in part a result of a demographic trend caused by strict family planning.

If you were to find yourself out of work after suffering from an accident, were to become ill or become unemployed then life could get extremely hard and you could be at risk of losing your home if you cannot keep up with the mortgage repayments. However, the solution to this financial nightmare is mortgage payment protection insurance.

Regardless of your circumstances your mortgage would still have to be paid and if you had checked a mortgage payment protection insurance policy against your circumstances and found it suitable, then you would not have to worry. Once you had been out of work for between 31 to 90 days depending on the provider you would receive an income which would allow you to continue repaying your mortgage. The money would be tax free and would then continue paying out each month for between 12 and 24 months depending on the provider.

However you do have to check that a policy would be suitable and you would be eligible to claim because there are exclusions which could mean a policy would be useless in your circumstances. If you only work part time, suffer a pre-existing medical condition, are retired or self-employed then a policy would not be in your best interest. Providers can add in other exclusions so it is essential to read the small print and compare the exclusions in the policy at the same time as comparing the small print. A quality policy would have no excess and very few exclusions whilst being affordable, it should also come with the terms and conditions including the exclusions clearly explained in plain English.

An independent specialist provider will always offer the cheapest quotes for the premiums along with the best advice and all the information needed for you to be able to make an informed decision regarding the suitability of the product. Mortgage payment protection insurance can be hard to understand so it is imperative that you do choose to take the cover out with a specialist and not have it included into the cost of the mortgage at the time of taking the mortgage out. High street lenders give very little advice regarding the exclusions and terms and conditions which has accounted for the majority of mis-selling and the product earning a bad reputation.

Mortgage payment protection insurance should become more transparent in March 2008 with the introduction of comparison tables. The tables will show how much the cover will cost in total along with the exclusions in a policy and through a series of questions which the consumer answers, they will be able to determine which if any of the payment protection policies are most suitable. The cover can work the way it was designed to work but you do have to take the time to read the exclusions and determine for yourself if mortgage cover is the right choice for your circumstances. Mis-selling of policies is only done through ignorance of the product and it is no the actual policy itself that is to blame.

But has the last word been said? Must hope disappear? Is defeat final? No!Charles de Gaulle broadcast

Nicolas Sarkozy visited the UK today to celebrate the 70th anniversary since Charles de Gaulle made his war broadcast. The French president and the Prince of Wales laid wreaths at the statue of Charles de Gaulle in London.

Earlier, Mr Sarkozy and his wife Carla Bruni visited the BBC radio studio where the famous broadcast was made on BBC France. The broadcast at the time was said to have been listened to by a very small number of listeners. Carla Bruni and Nicolas Sarkozy unveiled a plaque and viewed a tapestry given to the BBC by France as a note of gratitude after World War II.

Nicolas Sarkozy and British PM David Cameron met with 200 veterans during a ceremony at the Royal Hospital Chelsea. Nicolas Sarkozy awarded the Légion d’honneur to six World War II veterans, three of whom were British.

In a short speech, Mr Cameron said the anniversary was a “reminder that Britain and France are not just neighbours in the geographical sense but also in the emotional sense.” Mr Cameron held an hour of talks with the French president at Downing Street primarily focusing on economics, Afghanistan, and other foreign policy matters. The visit is the first by a French president to mark Gen de Gaulle’s broadcast on June 18, 1940. In the stirring radio appeal, Gen de Gaulle declared himself leader of the “Free French”, spawning the French Resistance, which went on to play a crucial role in defeating the Germans.

Mr Sarkozy’s last official visit to the UK was in March 2008, when he was also accompanied by his wife.
