North America’s largest outdoor dog festival came back to Toronto last weekend for its fifth year. It ran from the 9th of June to the 10th of June at Toronto’s historical St. Lawrence Market. A Wikinews reporter was there on Sunday to report on some of the events that happened on the last day.

The “Woofstock” dog festival attracted as many as 140,000 people with their dogs. The festival had tons of accessories, sold under tents, to buy for dogs; food, toys, designer clothes, and more. About 400 vendors and exhibitors were there to promote their products, which also gave private dog companies or groups a chance to show their new products. The local SPCA and some animal rescues were under tents answering questions from visitors. While walking, all visitors could see the CN Tower and other very tall buildings.

One of the local TV stations, Citytv, was there. They hosted a live event at the show which was broadcast on TV. People came up on the stage and asked questions regarding their dogs and the host and co-host answered them.

A man, who called himself the “Chalk Master”, drew two pictures on pavement with chalk. He did it for free but donations were welcome. One was a picture of a girl’s head beside a dog’s head, and another with a wolf.

“Hello Humans. I’ve been invited here to provide your eyeball(s), with some pretty colours. I don’t get paid as I work this weekend strictly for tips… so, if you like what you see please make a DONATION. If you don’t like it simply reach into the pocket of the person next to you and give me their money. CHALK MASTER.”

A contest called “Canada’s top dog” had its own tent with a professional photographer taking pictures of dogs behind a white screen; the winning photo is to be published on the cover of “Puppy and dog basics” magazine.

Large “Gourmet” dog bones were also served from a cart and table.

Next year’s festival is expected to be bigger and better with even more attractions.

Estate planning involves the accumulation of such assets during a lifetime and the disposal of the same when the person dies. Estate planning involves more than just writing a will and bequeathing the assets to different beneficiaries. It also involves the process of preserving these assets, protecting family members and preparing them for the eventuality of your death. Here are some common things you need to do for estate planning.

Estate planning can commence as soon as a person gets a good job. If he does and starts off earning around $50,000 a year, this could only increase as the years go by. Now, his ‘human life value’ will be calculated based on the number of years he can work and the average salary he will earn during this period. The money thus earned will be an asset and an estate planner will start by ensuring his client will take a good life insurance policy to protect the worker’s family in case he dies prematurely.

Another estate planning tool is the trust fund that can be set up by a parent for his child. For example, if a father has a lot of money and fixed assets with only a son to inherit, and the son is a reckless wastrel, he can set up a trust fund with certain clauses that will prevent his son from wasting the money. This could be giving him a small allowance every month until he reaches a certain age and becomes a responsible adult.

Estate taxes in most countries are very high. These are usually paid on assets inherited after a person’s death. In order to avoid paying high estate taxes, some people could ‘gift’ (another estate planning tool) a part of their assets during their lifetime to their loved ones. This will reduce the estate sized and automatically reduce estate taxes. So, estate planning involves simply evaluating your financial assets and deciding how and to whom you wish to distribute said assets. There are a few mistakes that one can avoid with estate planning.

Not making plans to distribute your assets could lead to in-fighting among your heirs and in some cases, the government stepping in to distribute the assets in a fair manner. This could involve your heirs only getting a small percentage of your assets with the rest being swallowed up in taxes. So, avoid the common mistake of leaving estate planning for too long. Remember that you need not be wealthy to make estate plans. Estate planning is also protecting yourself and having sufficient for medical bills and funeral expenses. Keep your will up-to-date to take care of changes in family situations like divorce and death of family members mentioned in the will. Planning your estate carefully will ensure protecting your hard-earned assets and distributing them in the way you wish to.

Thousands of residents are evacuating coastal areas of far north Queensland (QLD), set to be lashed by Cyclone Larry tomorrow morning. The Australian Bureau of Meteorology warns that the “very destructive core of Severe Tropical Cyclone Larry, with extreme gusts up to 280 km/hr (174 mph) should cross the coast between 7 a.m. and 9 a.m. AEST on Monday (Sunday, 2100 to 2300 UTC). Destructive winds are expected to commence along the coast between Ingham and Port Douglas. Gales are already being experienced along the exposed coast in the warning area.”

Tropical Cyclone Larry, currently building off far north Queensland, is expected to intensify before crossing the coast. Queensland tropical cyclone warning centre spokesman Bruce Gunn says people should treat warnings very seriously. “This is the worst cyclone we have had for many, many years,” he said.

The Bureau of Meteorology (BOM) says the cyclone poses a “very serious threat to life and property” and will now post warnings on the hour on its website.

The BOM also warns coastal residents between Cairns and Townsville of dangerous storm tide when the cyclone crosses the coast. The bureau says the sea is likely to steadily rise up to a level which will be significantly above the normal tide, with damaging waves, strong currents and flooding of low-lying areas extending some way inland. People living in those areas should be prepared to evacuate if advised by authorities.

Mandatory evacuations have been enforced in low-lying seafront areas, including in the Johnstone and Cardwell shires south of Cairns, which are expected to bear the force of Larry and its four metre storm surge.

Disaster coordination centres have been activated in Cairns and Townsville. “There have been mandatory evacuations of coastal shires south of Cairns … and emergency shelters set up for people who feel at risk with nowhere to go,” said a Cairns City Council Disaster Coordination Centre spokesman. “It’s most likely thousands of people are evacuating to avoid the high tide.”

Premier Peter Beattie has issued a disaster declaration. Local governments now have the power to enforce mandatory evacuations. Queensland Education Department announced that schools in the hardest hit areas will be closed tomorrow, while flights to Townsville and Cairns have been cancelled.

State Emergency Service (SES) volunteers are doorknocking and advising residents to leave. Bruce Gunn from the Queensland cyclone warning centre says the cyclone will coincide with a high tide. “We are talking seawater a couple of metres above the high-tide mark, possibly more than that, with waves on top, so this is a very serious situation we are talking about,” he said.

Mr Gunn told the ABC that severe weather will be experienced several hours before the cyclone reaches the coast. “While we are saying the coastal crossing will be between 7 a.m. and 9 a.m. AEST, the few hours leading up to that will be rather bumpy — not very nice to experience,” he said.

The Internet group Anonymous today held further protests critical of the Church of Scientology.

The global protests started in Australia where several hundred protesters gathered at different locations for peaceful protests.

In a global speech, the Internet protest movement said Scientology “betrayed the trust of its members, [had] taken their money, their rights, and at times their very lives.” The protesters welcomed the public interest their protests have led to, and claimed they witnessed “an unprecedented flood of Scientologists [joining] us across the world to testify about these abuses.” The group said it would continue with monthly actions.

In a press statement from its European headquarters, Scientology accused the anonymous protesters of “hate speech and hate crimes”, alleging that security measures were necessary because of death threats and bomb threats. This also makes the Church want to “identify members” of the group it brands as “cyber-terrorists”.

Wikinews had correspondents in a number of protest locations to report on the events.

Anonymous states that the next protest is scheduled to take place on April 18, which happens to be the birthday of Suri, the daughter of Tom and Katie Cruise.

Currently, there are blackouts, heavy rain, and high winds in British Columbia. Over 220,000 BC Hydro customers have no power. Buildings have already collapsed and trees have been knowed down. Five Vancouver rivers were in danger of flooding, which rain fell at 10 mm an hour for more than six hours at midday.

The steel frame of a four-storey building under construction in Vancouver collapsed. Construction workers escaped injury, luckily they were on a coffee break at the time of the incident. The steel frame crushed cars in a parking lot and missed a truck driver.

Citizens had to evacuate a subdivision of 30 homes. The winds smashed trees into houses in West Vancouver.

“We have some real fears here with electrical problems,” said Captain Rob Jones Cook of the Vancouver Fire Department. “This is impinging on electrical poles and lamp standards. We also have hydro bus lines running down two sides of the building.” The Vancouver Fire Department says they have no idea as to why the building collapsed.

Winds are gusting at more than 100 kilometres an hour (62 mph) in some areas and rainfall amounts of 50 to 130 millimetres.

According BC Hydro spokeswoman Elisha Moreno, the hardest-hit areas are Vancouver, Surrey, Langley, Abbotsford and Mission, B.C. “We’re trying to be optimistic and hoping it’s by end of day today, but there may very well be customers that are into the early-morning hours before restoration,” Moreno said.

Extensive ferry cancellations, road closures, and massive power outages are in effect until the storm ends.

The RCMP have advised people to stay home and off the highway.

The same heavy weather has also affected nearby Washington State, USA.

At about 15:30 local time (1430 UTC) on Tuesday a fire was reported in the “Kiss & Fly” section of a parking structure at Stavanger Airport, Sola in Norway. The structure has over 3000 parking spaces; reports said more than half of those were filled. The airport was quickly closed to air traffic.

It was initially reported the fire started in an electric vehicle, but news broadcaster NRK later reported the fire started in a recalled 2005 Opel Zafira. The car was recalled after a similar fire in Cork, Ireland in August last year, causing damage to about 60 cars. Police said they questioned the car’s owner.

The fire produced heavy smoke, and local officials said there was danger the building might collapse. Nils-Erik Haagenrud of Rogaland Fire and Rescue said late on Tuesday no personnel would be sent into the building. Rogaland Fire and Rescue requested support and equipment from other fire departments. The airport and nearby hotel were both evacuated and local police warned people in the general vicinity to stay inside and close exterior vents and windows. Through Tuesday evening the fire was reduced and the order for a fire extinguisher robot from Oslo Fire and Rescue was canceled.

The airport closure also led to Norwegian Prime Minister Erna Solberg being stranded after a visit to the Johan Sverdrup oil field. Solberg posted on Twitter asking for places to eat for the seven hour drive from Stavanger to the capital of Oslo.

Reports as of Wednesday said an estimated two to three hundred vehicles had been damaged or destroyed, but no humans had been hurt.

By about 22:00 local time (2100 UTC) on Tuesday the flames were under control. Local firefighters planned to continue to monitor the situation and work to prevent further damage. It was also discovered the structure was built without sprinklers. Stavanger Airport, Sola was to open on Wednesday morning, but returning to normal service was expected to take longer. Affected travelers were advised to contact their airlines for rebooking.

The past two years have set new standards is market volatility! The gyrations in key market indices have led to periods of extreme optimism and fear among investors. It seems that when the common investor is long when there is a sell-off; and when people sell, markets tend to bounce back! Short term volatility affects the mood for long term investments.

So what does this mean for Pension Investments? Before we talk about the impact of market volatility on Pensions, however, lets take a recap on why early investment towards a Pension Fund is important. The fact is that the earlier one starts to save for Pensions the better it is. The magic of compounding takes effect i.e. the income generated each year on previous years saving and the income earned on that. This compounding of income creates wealth. As an example, a 25 year old, retiring at age 60, will need to invest Rs 23,166 per annum for a desired pension accumulated corpus of Rs. 1 crore, if regular investments are made earning an average of 12% per annum. However, if pension accumulation is delayed to age 40, the required annual investment would increase to Rs. 138,788. One could argue that extraordinary gains can be made on large accumulated pension amounts if the investor could time the market and work towards an ideal time to cash out. The fact is that it is extremely difficult to time the market and even professional fund managers are not able to make large profits compared to the benchmark index. It is recommended that one keep the following simple examples and rules of thumb in mind in planning their Pension investments. Pension investments and asset allocation should factor the time period for the investment as well as life stage. This is because market volatility has a different impact, on investments based on tenure, and life stage on risk appetite. The fact is that needs and risk profiles change over time; and therefore asset allocation (or how much to invest in which type of investment) should change with life stage and risk profile (rebalancing the portfolio). (Link to US Securities Commission: Asset Allocation 101: http://www.sec.gov/investor/pubs/assetallocation.htm) For example, a regular investment with a residual period of 1-3 years is likely to be effected very differently under extreme market volatility, say if the market falls 20%; compared to a regular investment with a residual period of 10 years. A person approaching retirement can see their Pension Asset depleted significantly if their investments are in an Equity Fund and the market falls by 20%. The longer term investment, on the other hand, will have both longer to recover from the market sell-off; as well as benefit from additional investments at lower prices. Similarly, a person approaching retirement would have a lower risk profile, given the upcoming need to draw on the pension; compared to a person aged 25 who can keep investing regularly and therefore need not be impacted by volatility, and can use market volatility to their benefit by averaging the cost of regular investments. It is important that both these factors be considered and investments made appropriately in a Pension Fund. Despite the market volatility of recent times, longer term, regular, investment in Equities returns higher returns compared to investment in fixed income securities. For any lump sum investment targeted at an Equity linked Pension Fund, in times of extreme volatility, one could invest 30-40% in a single lump sum; with the balance invested in a Debt oriented fund with systematic transfers into the Equity Fund thereby providing averaging of prices during the investment period. The general rule of thumb for allocation to equities that may be considered is: 100 (-) Age (%) i.e. for a Person Age 30; allocation to equities can be 70% of value of investments, including bank & fixed deposits, PPF, EPF, etc. Higher allocation to Equity linked Pension Funds during an age of 20-50 for a Pension maturing at age 60 can help accumulate a larger Pension, working on the belief that the Indian economy is on secular strong growth path and consequently corporate earnings and stock prices should gain over the medium to long term, short term market volatility notwithstanding.

A Canadian government employee of Environment Canada was arrested Wednesday for criminal breach of trust with respect to a leak of the Conservative government’s green plan days before it was due to be made public.

The Royal Canadian Mounted Police (RCMP) arrested the unidentified male employee following a complaint from Environment Canada’s security department. The department alleges that a secret draft copy of the government’s regulatory framework, Climate Change Section of the Eco-Action Plan, had been leaked to the media prior to being released officially to the public.

“An employee who violates the terms of their workplace security clearance, including the release of secret documents, may be subjected to legal consequences, including criminal charges,” said Superintendent Stan Burke, officer in charge of the RCMP’s financial integrity division. There was also concern that if the details were leaked, securities laws could be compromised if stock trades were made based on privileged information.

Environment Minister John Baird was forced to reveal details of the government’s climate change plan on April 24, in an opinion piece published in the media. The move came after a copy of a speech describing the plan was faxed by mistake, a day earlier, to an opposition Liberal party member and environment critic, David McGuinty. It is not clear whether the police action Wednesday was related to that incident.

The RCMP stated that the matter remains under investigation and, as such, no further details would be released at this time.
