Three nations in three continents have seen attention focused on high suicide rates this week. A study found Scotland’s suicide rate to be increasing away from neighbouring England, Russian press and politicians are examining the world’s third-highest teen suicide rate, and new figures showed increasing Aboriginal children’s suicides in Australia’s Northern Territory.

“Until the highest authorities see suicide as a problem, our joint efforts will be unlikely to yield any results,” Boris Polozhy of Moscow’s Serbsky psychiatric center said yesterday. Only fellow ex-USSR nations Belarus and Kazakhstan have higher teen suicide rates than Russia, which is at around 20 per 100,000 nationally. Tuva, Siberia and nearby Buryatiya have rates of 120 and 77 per 100,000 respectively. Thursday saw national children’s ombudsman Pavel Astakhov say 4,000 youths kill themselves each year.

I have seen websites that offer a thousand ways of killing oneself

Top Health Ministry psychologist Zurab Kekelidze yesterday responded to expert calls for action, promising to “very soon… start implementing” a plan of action to tackle the issue. He said Russian schools, which are criticised for understaffing and perceived inattention to bullying, should teach psychology.

Kekelidze asked the Russian Orthodox Church to help the suicidal, and severely criticised popular online forums dedicated to suicide, where methods are compared. “I have seen websites that offer a thousand ways of killing oneself,” he claimed. Astakhov wanted schools to offer assistance via a social networking presence and tackle online bullying.

The overall national suicide rate is decreasing — down from 42 per 100,000 in 1995 to 23.5 two years ago. The high rate amongst teens is attributed to both school problems and violence at home. Recent high-profile cases include yesterday’s death of a twelve-year-old who hung himself at home in Krasnoyarsk, Siberia, and two fourteen-year-olds who jumped hand-in-hand to their ends from a building in Lobnya, Moscow.

Researchers from the Scottish cities of Edinburgh and Glasgow, and Manchester in England, have been looking at data from 1960 to 2008. Although Scotland had the lower rate until 1968, England and Wales has had the lower rate since. Both areas had increasing rates until the southern side started to fall in the ’90s, and in recent years the gap has significantly increased.

Data was sorted by age, gender, and method; marked increases were seen among Scotsmen aged from 25 to 54 with hanging increasing in popularity. The female rate has remained largely static.

“This study adds to our understanding about patterns of suicide in Great Britain by producing sound evidence on divergences in long-term trends in Scotland compared to England and Wales,” said Professor Stephen Platt, a lead researcher from Edinburgh University’s Centre for Population Health Sciences. “In a future companion paper we will suggest explanations for the persisting higher rate of suicide in Scotland.”

Fellow joint lead researcher Roger Webb of the Centre for Suicide Prevention of Manchester University said the high Scottish hanging rate was “of particular concern as hanging has high case-fatality and is difficult to prevent, except within institutional settings.” He noted “a public information campaign about hanging” could be one way of reducing the rate. Paid for by the Scottish taxpayer, the results appeared in the British Journal of Psychiatry.

In an incident with parallels to the recent Moscow deaths, in 2009 Scottish and British media publicised a high-profile case in which two teenagers leap together from the Erskine Bridge, a famed suicide spot over the River Clyde where an estimated fifteen people kill themselves each year.

We now have a situation in the territory where there are almost as many female as male suicides

This week also saw Howard Bath, Children’s Commissioner for Australia’s Northern Territory, suggest the area had the highest proportion of Aborignal girl suicides in the West. There has been a significant increase since an emergency intervention five years ago in response to a report titled Little Children are Sacred which documented widespread sexual abuse of Northern Territory children and failures by authorities to adequately respond.

A national government-backed Northern Territory suicide inquiry is ongoing and due to report next month. The inquiry has heard clusters of deaths occurred around East and West Arnhem, Katherine, and the vicinity of Alice Springs. The Tiwi Islands had a very high rate from 2000 to 2005, but has now not had a suicide for a year.

Female suicide rates have greatly increased to account for 40% of Northern Territory suicides amongst those aged less than eighteen. “We now have a situation in the territory where there are almost as many female as male suicides,” said Bath. Lack of information is a problem; the all-party inquiry has heard evidence of much under-reporting and poor data collection. The Menzies School of Health’s Gary Robinson called for a Queensland-style register of suicides.

Robinson suggests cannabis-induced psychosis to be a contributing factor but laments “The big problem is nobody keeps any data. Everything is based on impressions.” He also suggested bullying, as in Russia, is a problem while Bath notes violence against women may also take a role. “Aboriginal women are being hospitalised for assault at 80 times the rate of other women… Exposure to violence greatly increases the risk of a person taking their life.” He also notes “I am concerned, as the commissioner, about children who are frequently exposed to violence in the home or in the immediate family.”

As with Scotland, hanging is a popular choice. “The method chosen is usually hanging and it is a particularly lethal method, far more than an overdose,” said Bath. New South Wales, with the nation’s largest indigenous population, has a suicide rate of one per 100,000 but the Northern Territory rate is over 30 per 100,000.

When a sudden financial crisis occurs, it can disrupt one’s life completely, as many emergency expenses are put on hold, like a medical expenditure or even important repair charges like a car repair. However, as such expenses cannot be delayed indefinitely, till the financial situation improves, one must make alternative arrangements to arrange for expendable funds. One of the most feasible methods to raise instant cash top provide for sudden emergencies is through a financial loan from a reliable lender. As most of the loans are a time consuming process and often require a valuable security to act as collateral against the loan, many individuals may shy away from approaching a financial institution for a loan. However, financial lenders have realized this drawback in their offered services and have thus, introduced the concept of instant decision unsecured loans, to save on considerable time and effort of the borrower.

Most of the financial lenders offering the instant decision unsecured loans have their own online website, which forms the best source of information on such loans. Any potential borrower can not only get every information he needs form these websites, but can also compare the various offers and rates of interest available on these loans in the financial market. Once the borrower has selected a reliable lender and a feasible loan plan for the instant decision unsecured loans, the rest becomes easy. One can even apply for these loans, through the online application form that is available at every lender’s website, by simply filling in the basic personal and employment details. As the loans are unsecured in nature, there is no need to run helter skelter to make arrangements for valuable collateral against the loan. Such advantages help the borrower in reducing the time and effort required for getting access to such loans and the process is also much quicker than those of other loan application and approvals.

As the name suggests, the instant decision unsecured loans do not require the guarantee of repayment through the use of a security. Hence, the risk involved for the lender is much higher on this category of loans than the traditional forms of secured loans. The lender, therefore, cushions himself against potential risk of loss of the principal loan amount, by charging a higher rate of interest on these unsecured loans. The borrower can however, secure the best deal for himself, if he does his groundwork well and selects a plan after comparing available rates in the market. Also the benefit of getting quick and convenient access to cash far outweighs the drawback of a higher interest rate; therefore, it makes sense to opt for these loans when there is an urgent requirement for cash.

Once the lender receives the loan application for the instant decision unsecured loans from the potential borrower, he verifies the information provided and if it is accurate then instant decisions are given regarding the loan approval. The borrower can easily get the loan amount transferred to his account within 24 hours of loan approval, thereby enabling him to meet every short term, urgent cash requirement easily. The repayment is also equally fast and convenient. So, next time you are faced with a financial crisis and need money in a hurry, it may be a feasible option to check out the offers on these unsecured loans.

The European Commission currently has proposals on the table to extend performers’ copyright terms. Described by Professor Martin Kretschmer as the “Beatles Extension Act”, the proposed measure would extend copyright from 50 to 95 years after recording. A vast number of classical tracks are at stake; the copyright on recordings from the fifties and early sixties is nearing its expiration date, after which it would normally enter the public domain or become ‘public property’. E.U. Commissioner for the Internal Market and Services Charlie McCreevy is proposing this extension, and if the other relevant Directorate Generales (Information Society, Consumers, Culture, Trade, Competition, etc.) agree with the proposal, it will be sent to the European Parliament.

Wikinews contacted Erik Josefsson, European Affairs Coordinator for the Electronic Frontier Foundation (E.F.F.), who invited us to Brussels, the heart of E.U. policy making, to discuss this new proposal and its implications. Expecting an office interview, we arrived to discover that the event was a party and meetup conveniently coinciding with FOSDEM 2008 (the Free and Open source Software Developers’ European Meeting). The meetup was in a sprawling city centre apartment festooned with E.F.F. flags and looked to be a party that would go on into the early hours of the morning with copious food and drink on tap. As more people showed up for the event it turned out that it was a truly international crowd, with guests from all over Europe.

Eddan Katz, the new International Affairs Director of the E.F.F., had come over from the U.S. to connect to the European E.F.F. network, and he gladly took part in our interview. Eddan Katz explained that the Electronic Frontier Foundation is “A non-profit organisation working to protect civil liberties and freedoms online. The E.F.F. has fought for information privacy rights online, in relation to both the government and companies who, with insufficient transparency, collect, aggregate and make abuse of information about individuals.” Another major focus of their advocacy is intellectual property, said Eddan: “The E.F.F. represents what would be the public interest, those parts of society that don’t have a concentration of power, that the private interests do have in terms of lobbying.”

Becky Hogge, Executive Director of the U.K.’s Open Rights Group (O.R.G.), joined our discussion as well. “The goals of the Open Rights Group are very simple: we speak up whenever we see civil, consumer or human rights being affected by the poor implementation or the poor regulation of new technologies,” Becky summarised. “In that sense, people call us -I mean the E.F.F. has been around, in internet years, since the beginning of time- but the Open Rights Group is often called the British E.F.F.

Sales of automobiles in the United States fell as much as 35% in January, compared to the same month a year ago, as manufacturers reported their January sales.

Ford Motor Company NYSEF sales dropped 42% last month from the previous year. General Motors NYSEGM reported a 49% decline. Chrysler was hardest hit among the domestically owned manufacturers with a plunge of 55%.

The decline in sales has not been limited to just US manufacturers. Japanese automaker Toyota NYSETM reported a 32% drop in US sales from a year earlier, Nissan MotorsNASDAQNSANY dropped 30%, and Honda NYSEHMC sales dropped 28%.

Subaru and South Korean Hyundai Motor Company LSEHYUD were two of the few auto firms that reported an increase in sales. They posted gains of eight and fourteen percent, respectively.

On an annual basis, sales overall have also been plummeting. Industry-wide US car sales dropped 18% last year to 13.2 million automobiles.

GM announced today that it will offer voluntary buyouts to 22,000 employees in the US, in an effort to reduce its expenditures.

Last month, GM and Chrysler were given loans worth US$17.4 billion from the government after they warned of imminent bankruptcy.

On Sunday, the SpaceX Crew Dragon capsule successfully docked with the International Space Station in orbit around the Earth. Although the Crew Dragon was carrying only cargo and a mannequin equipped with sensors, this was the first time since the retirement of the space shuttles in 2011 a United States spacecraft capable of carrying humans has made it to the station.

Most of the docking process was automatic by the capsule, though the crew of the ISS were able to send the capsule commands to perform simple movements. Previous SpaceX pods have relied on the station’s own robotic arm apparatus to take hold of them.

At 2:49 a.m. local time (7:49 a.m. UTC) on Saturday morning, the Crew Dragon was launched via a Falcon 9 rocket from the Kennedy Space Center at Cape Canaveral, Florida in the southeastern United States.

Crew Dragon has enough room for seven people but on this occasion carried only a mannequin, nicknamed “Ripley” for Sigourney Weaver’s character in the film Alien. The Crew Dragon is scheduled to remain at the station during the week and return to Earth on Friday.

Bill Gerstenmaier of NASA spoke of the collaboration between his agency and SpaceX: “It’s fun working with a new partner that approaches the problem in a slightly different way. They don’t carry the same background that we did in NASA, and they don’t approach the design exactly the same way we do. […] And that’s cool. I mean, that’s really neat.”

“To be frank I’m a little emotionally exhausted because that was super stressful. But it worked — so far,” SpaceX founder Elon Musk told the press after the launch. “We have to dock to the station, and we have to come back, but so far it’s worked. […] We’ve passed some of the riskiest items.”

The short-term goal of NASA’s Commercial Crew Program is to restore NASA’s ability to send humans into orbit, which it has been unable to do since retiring the space shuttles in 2011. Longer term, according to NASA administrator Jim Bridenstine, the goal is to render space accessible to many customers and, through commercial competition, do so at a lower cost than the space shuttle missions, which ran about US$1.5 billion apiece. Currently, NASA pays for Russian spacecraft to carry living people, at roughly US$80 million per astronaut.

NASA has selected two astronauts, Doug Hurley and Bob Behnken, for Crew Dragon’s first manned mission, which NASA said might take place this summer.

The Boeing airframe company is also collaborating with NASA on human-crewable spacecraft and its Starliner craft is scheduled to undergo flight test this spring. NASA’s contract with Boeing is currently valued at US$4.2 billion. The contract with SpaceX is valued at US$2.6 billion.

Last year, SpaceX tested its Falcon Heavy rocket by launching company founder Elon Musk’s personal Tesla convertible into space.

With the United States in a recession, more and more people are looking for ways to spend less money and get a better bargain at the same time. In a time where prices are higher, ‘recession gardens’ are becoming increasingly popular, echoing the victory gardens which were planted during World War I and World War II which helped to reduce the stress and pressure of food shortages.

“There is more interest in vegetable gardens similar to the victory gardens. Because of the economy, they are being called recession gardens,” said a master gardener who volunteers at Ohio State University‘s Extension Service office, Fred Hanacek.

The new fad recently caught on in Iowa where families have began to plant the recession gardens to save money in the produce sections of supermarkets, especially organic fruits and vegetables. Public News Service quotes the National Gardening Association (NGA) as saying that they expect a nearly 20% increase in personal home garden across the U.S.. Some of the increase is also due to people wanting to know what goes onto their vegetables and in their foods.

“I do believe you’ll find there’s an extra expense in actually producing your own food, but the food quality you get is far better than what you can purchase in a store,” said Beverly Bernhard a veteran gardener from Iowa.

The new trend has also gotten the attention of U.S. president Barack Obama who recently stated that he plans to plant a vegetable garden at the White House. It will be the first vegetable garden to be planted at the White House in over 20 years. The last time a garden of this kind was planted at the White House was in World War II when Eleanor Roosevelt planted her Victory Garden. In 1800, former U.S. president John Adams is reported to have planted the first White House garden. Andrew Jackson went a bit further, building a greenhouse.

Michelle Obama, the First Lady of the United States, broke ground on the new garden with the fifth grade class at Bancroft Elementary located in Washington, D.C. on March 20. The garden, which will be 1,100 square feet and an ‘L’ shape, will be located on the White House’s South Lawn and the Obamas plan to grow over 55 varieties of vegetables.

“Let’s hear it for vegetables. Let’s hear it for fruits,” yelled Mrs. Obama as they broke ground on the garden. “I’ve been able to have my kids eat so many different things that they would have never touched if we had bought them at a store,” she added. Mrs. Obama also said that it will be the entire family’s responsibility to maintain the garden, including the U.S. president.

Many vegetables grow easily, without having to do a lot of work to maintain them. Some examples are lettuce and zucchini. The NGA says at least 9 million Americans will grow vegetable gardens for the first time ever in 2009. An estimated 43 million Americans will plant their own personal vegetable gardens this year.

Rapper Proof, born Deshaun Holton, was shot and killed on April 11, 2006, at approximately 4:30 a.m. EDT (0830 UTC) at the Triple C Club on 8 Mile Road in Detroit.

Proof was known for his work together with his good friend Eminem and his group D12.

Another man was shot shortly afterward, and was taken to St. John Hospital.

On April 12, 2006, Mario Etheridge, 28, of Detroit turned himself in to the police, having been named by several witnesses. Mario was allegedly a bouncer at the club. “Police said he is a cousin of Keith Bender Jr., the bouncer who was allegedly shot by Proof during the fight.” The fight that started inside the club was reported to be over a pool game. The argument was taken outside where, “A shot was fired in the air, Proof allegedly pistol-whipped Bender, knocked him to the ground and then shot him. Etheridge then allegedly opened fire on the rapper, striking him four times in the head and chest. One week later, Keith Bender Jr. died of his injuries on April 18, 2006.

Official Police reports are yet to determine the series of events which left Proof and Keith Bender, 35, deceased. Bender died 8 days later on April 18, 2006. Following Proof’s death, rapper Snoop Dogg called on fellow musicians to unite, describing the incident as “a loss to the hip-hop community”.

The tributes were led by fellow rapper The Game who was first to comment on the tragedy. The Game remembers how he and Proof became ‘real cool and real homies’ and that ‘Proof will always be remembered and I as well as the Black Wall Street family will keep his memory & his family in our prayers 1’. The second to comment on Proof was long time friend Royce da 5’9″ who was deeply saddened by the death of his good friend. Royce had been a friend of Proof for over 9 years and the two had recently reconciled. Royce echoed the music community, saying ‘He is such loss for the hip hop community…I hope that he will be remembered for the talented artist and great person that he was, and not the tragedy that he fell victim to’.

Eminem was the third to discuss Proof’s death days after his passing, clearly affected by the tragedy. Eminem described Proof as “funny, smart and charming” and said that he would be sorely missed and described him as “the heart and ambassador of Detroit hip-hop”. Eminem said that Proof was, and always will be, his best friend.

Tributes poured out of the UK with Vm2k6 leading the remembrance. Proof’s demise which was mainly overlooked by the UK media was documented and reflected by VM2k6 in which he calls Proof ‘fresh, talented and meaningful, a rarity in Hip Hop today’. He continues saying that Proof had ‘the greatest ability to transfer his experiences and most of all feelings into words’ and finished with the heartfelt line- ‘I guess its only in Death you really begin to shine’.

Several fan videos were released in tribute to Proof, including the hit “Good Die Young” music video which used D12’s 2004 single, which is currently one of the highest discussed and viewed videos on YouTube.com. Many other “slide show” flicks were created, which are appearing all over the internet. The “Good Die Young” clip was produced by RYKE Video Productions.

Proof stated how he wanted to be remembered in an interview with Sohh.com shortly after his album release; ‘I want people to say that I was a true artist’, ‘ That I did it best and stayed true to Hip Hop roots’ and ‘I’d want people to understand I did it for the love not for the charts.’
