Britain’s Ministry of Defence (MoD) has admitted sixteen instances of sensitive information being leaked on social networking websites in the past eighteen months. Ten employees have been disciplined for misuse of the sites. The revelations follow a Freedom of Information request by Lewis PR and computer security company F-Secure.

The MoD would not comment on what disciplinary action was taken, or whether the leaks involved operational information. The ministry’s guidelines state that staff must obtain clearance to release any information that is related to sensitive, controversial or political matters, or military operations.

“It’s worrying that employees in sensitive positions have been sharing confidential information via Twitter and other means,” said Mikko Hypponen, of F-Secure. “Loose Tweets can cost lives.”

According to Lewis PR, computers on the main MoD networks are blocked from visiting social networking sites. However there are a small number within the department which have unrestricted Internet access. Some personnel in Afghanistan and Iraq also have access through internet cafés on military bases.

The ministry’s “online engagement guidelines”, released in August last year, recognise the importance of social media such as Facebook for personnel keeping in touch with friends and family. According to the document: “Service and MOD civilian personnel are encouraged to talk about what they do, but within certain limits to protect security, reputation and privacy.”

One year after the Deepwater Horizon disaster which caused the largest oil spill in the history of the petroleum industry and caused huge environmental damage in the Gulf of Mexico, experts have warned there are serious questions over the safety of deep water drilling as the United States government approves more exploration without improving safety measures.

I have seen no evidence that they have marshaled containment efforts that are sufficient to deal with another major spill. I don’t think they have found ways to change the corporate culture sufficiently to prevent future accidents.

Scientists have raised major concerns over repeated assurances from the industry and the government, who insist lessons have been learned from the environmental disaster in the Gulf of Mexico. Charles Perrow, a professor at Yale University, said the oil industry “is ill prepared at the least” to deal with another oil spill. “I have seen no evidence that they have marshaled containment efforts that are sufficient to deal with another major spill,” he said.

While the government has implemented new regulations, technical systems for stopping oil flowing from a leaking well, and increased oversight from oil officials, Perrow said deep water drilling had become no less dangerous. “I don’t think they have found ways to change the corporate culture sufficiently to prevent future accidents,” he said. “There are so many opportunities for things to go wrong that major spills are unavoidable.”

Last year, Doug Inkley, a scientist at the National Wildlife Federation, said the culture of an “addiction to oil” was ultimately responsible for the catastrophe. “How long must we wait for lawmakers to act to prevent future disasters? How many more lives, livelihoods and animals must be claimed by our addiction to oil?” Greenpeace also slammed BP, who ran Deepwater Horizon, for how they allowed the disaster to happen. “The age of oil is coming to an end and companies like BP will be left behind unless they begin to adapt now,” the organization said.

However, under pressure from industry executives the administration of president Barack Obama has resumed issuing drilling permits. It is understood regulators are still allowing oil companies to obtain drilling permits before reviewing new spill response plans. “I’m not an oddsmaker, but I would say in the next five years we should have at least one major blowout,” Perrow said. “Even if everybody tries very hard, there is going to be an accident caused by cost-cutting and pressure on workers. These are moneymaking machines and they make money by pushing things to the limit.”

BP has insisted it has changed safety procedures. The oil giant came under heavy criticism for how it handled the crisis, and other major oil companies insisted Deepwater Horizon was a result of a culture exclusive to BP. Michael Bromwich, the director of the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE), the U.S. government agency responsible for regulating offshore drilling, said the view was “as disappointing as it is shortsighted,” and the issue of deep water safety was “a broad problem.”

The warnings came as it emerged BP had attempted to take control of an independent study into the environmental consequences of the Deepwater Horizon spill. Internal emails expose how BP executives attempted to influence the study, which was funded by a US$500m grant from the oil company. The study may be part of the final verdict as to what penalties, fines and criminal charges are brought against the company. Greenpeace, who uncovered the emails through a Freedom of Information Act request, attacked the reportedly unsuccessful attempts to influence the supposedly independent study as “outrageous”.

Protesters rallied outside BP’s annual conference in London this week, where shareholders met for the first time since the disaster off the Gulf coast. Executives faced questions over their competence and large salaries from angry shareholders, many of whom disapproved of the appointment of Carl-Henric Svanberg as chairman and Sir Bill Castell as the head of BP’s safety board.

Some demonstrators purchased shares in BP in an attempt to get inside the meeting; one woman, a fisherwoman who lives on the Gulf Coast was arrested after pouring a black substance down herself at the entrance to the conference centre and refusing to move. “I have travelled all the way over from the Gulf Coast and I just wanted to talk those responsible for destroying my community,” she said as she was led away by police. “My community is dead. We’ve worked five generations there and now we’ve got a dead community. I’m angry, I’ve been angry a long time.”

An ethical controversy has surged in the United States and elsewhere around nine-year-old Ashley X (her family name has not been released). The disabled girl was operated upon at the request of her parents, to prevent her from growing, menstruating and developing breasts. The parents, who wish to remain anonymous, explain their situation on a blog entitled The “Ashley Treatment”. There have been over 1000 reactions on the blog so far.

Ashley suffers a condition termed static encephalopathy with marked global developmental deficits of unknown etiology, which means brain damage of unknown cause leading to a kind of static condition. She can make sounds, move her arms and kick her legs, but she cannot change her position, eat, walk, talk etc. Many of these children are in poor health and die young, but Ashley is in good health. For all of these functions she depends on her caregivers. Most of the day she passes watching her surrounding, lying on a pillow. Her parents call her their “Pillow Angel”, “since she is so sweet and stays right where we place her—usually on a pillow.”

Ashley’s parents want to keep her at home and care for her themselves, and they want to guarantee their daughter’s quality of life. She also underwent surgery to remove her appendix, because it would be difficult to diagnose appendicitis given Ashley’s low communication possibilities.

Ntfonjeni Dlamini, the government’s official overseer of traditional affairs, beat one of the princesses of Swaziland.

A daughter of HM King Mswati III, 17-year-old Princess Sikhanyiso was throwing a party with loud music and alcohol. The party was to celebrate the end of the chastity decree.

“It was within the traditional overseer’s right to discipline anyone — including princesses — who wanted to spoil the important [Reed Dance] ceremony,” claimed Jim Gama, governor of the queen mother’s residence. The Reed Dance ceremony is an annual ritual in the culture.

Princess Sikhanyiso had already caused ire around Swaziland, as she broke traditions by wearing Western-style short skirts and jeans.

Three nations in three continents have seen attention focused on high suicide rates this week. A study found Scotland’s suicide rate to be increasing away from neighbouring England, Russian press and politicians are examining the world’s third-highest teen suicide rate, and new figures showed increasing Aboriginal children’s suicides in Australia’s Northern Territory.

“Until the highest authorities see suicide as a problem, our joint efforts will be unlikely to yield any results,” Boris Polozhy of Moscow’s Serbsky psychiatric center said yesterday. Only fellow ex-USSR nations Belarus and Kazakhstan have higher teen suicide rates than Russia, which is at around 20 per 100,000 nationally. Tuva, Siberia and nearby Buryatiya have rates of 120 and 77 per 100,000 respectively. Thursday saw national children’s ombudsman Pavel Astakhov say 4,000 youths kill themselves each year.

Top Health Ministry psychologist Zurab Kekelidze yesterday responded to expert calls for action, promising to “very soon… start implementing” a plan of action to tackle the issue. He said Russian schools, which are criticised for understaffing and perceived inattention to bullying, should teach psychology.

Kekelidze asked the Russian Orthodox Church to help the suicidal, and severely criticised popular online forums dedicated to suicide, where methods are compared. “I have seen websites that offer a thousand ways of killing oneself,” he claimed. Astakhov wanted schools to offer assistance via a social networking presence and tackle online bullying.

The overall national suicide rate is decreasing — down from 42 per 100,000 in 1995 to 23.5 two years ago. The high rate amongst teens is attributed to both school problems and violence at home. Recent high-profile cases include yesterday’s death of a twelve-year-old who hung himself at home in Krasnoyarsk, Siberia, and two fourteen-year-olds who jumped hand-in-hand to their ends from a building in Lobnya, Moscow.

Researchers from the Scottish cities of Edinburgh and Glasgow, and Manchester in England, have been looking at data from 1960 to 2008. Although Scotland had the lower rate until 1968, England and Wales has had the lower rate since. Both areas had increasing rates until the southern side started to fall in the ’90s, and in recent years the gap has significantly increased.

Data was sorted by age, gender, and method; marked increases were seen among Scotsmen aged from 25 to 54 with hanging increasing in popularity. The female rate has remained largely static.

“This study adds to our understanding about patterns of suicide in Great Britain by producing sound evidence on divergences in long-term trends in Scotland compared to England and Wales,” said Professor Stephen Platt, a lead researcher from Edinburgh University’s Centre for Population Health Sciences. “In a future companion paper we will suggest explanations for the persisting higher rate of suicide in Scotland.”

Fellow joint lead researcher Roger Webb of the Centre for Suicide Prevention of Manchester University said the high Scottish hanging rate was “of particular concern as hanging has high case-fatality and is difficult to prevent, except within institutional settings.” He noted “a public information campaign about hanging” could be one way of reducing the rate. Paid for by the Scottish taxpayer, the results appeared in the British Journal of Psychiatry.

In an incident with parallels to the recent Moscow deaths, in 2009 Scottish and British media publicised a high-profile case in which two teenagers leap together from the Erskine Bridge, a famed suicide spot over the River Clyde where an estimated fifteen people kill themselves each year.

This week also saw Howard Bath, Children’s Commissioner for Australia’s Northern Territory, suggest the area had the highest proportion of Aborignal girl suicides in the West. There has been a significant increase since an emergency intervention five years ago in response to a report titled Little Children are Sacred which documented widespread sexual abuse of Northern Territory children and failures by authorities to adequately respond.

A national government-backed Northern Territory suicide inquiry is ongoing and due to report next month. The inquiry has heard clusters of deaths occurred around East and West Arnhem, Katherine, and the vicinity of Alice Springs. The Tiwi Islands had a very high rate from 2000 to 2005, but has now not had a suicide for a year.

Female suicide rates have greatly increased to account for 40% of Northern Territory suicides amongst those aged less than eighteen. “We now have a situation in the territory where there are almost as many female as male suicides,” said Bath. Lack of information is a problem; the all-party inquiry has heard evidence of much under-reporting and poor data collection. The Menzies School of Health’s Gary Robinson called for a Queensland-style register of suicides.

Robinson suggests cannabis-induced psychosis to be a contributing factor but laments “The big problem is nobody keeps any data. Everything is based on impressions.” He also suggested bullying, as in Russia, is a problem while Bath notes violence against women may also take a role. “Aboriginal women are being hospitalised for assault at 80 times the rate of other women… Exposure to violence greatly increases the risk of a person taking their life.” He also notes “I am concerned, as the commissioner, about children who are frequently exposed to violence in the home or in the immediate family.”

As with Scotland, hanging is a popular choice. “The method chosen is usually hanging and it is a particularly lethal method, far more than an overdose,” said Bath. New South Wales, with the nation’s largest indigenous population, has a suicide rate of one per 100,000 but the Northern Territory rate is over 30 per 100,000.

The European Commission currently has proposals on the table to extend performers’ copyright terms. Described by Professor Martin Kretschmer as the “Beatles Extension Act”, the proposed measure would extend copyright from 50 to 95 years after recording. A vast number of classical tracks are at stake; the copyright on recordings from the fifties and early sixties is nearing its expiration date, after which it would normally enter the public domain or become ‘public property’. E.U. Commissioner for the Internal Market and Services Charlie McCreevy is proposing this extension, and if the other relevant Directorate Generales (Information Society, Consumers, Culture, Trade, Competition, etc.) agree with the proposal, it will be sent to the European Parliament.

Wikinews contacted Erik Josefsson, European Affairs Coordinator for the Electronic Frontier Foundation (E.F.F.), who invited us to Brussels, the heart of E.U. policy making, to discuss this new proposal and its implications. Expecting an office interview, we arrived to discover that the event was a party and meetup conveniently coinciding with FOSDEM 2008 (the Free and Open source Software Developers’ European Meeting). The meetup was in a sprawling city centre apartment festooned with E.F.F. flags and looked to be a party that would go on into the early hours of the morning with copious food and drink on tap. As more people showed up for the event it turned out that it was a truly international crowd, with guests from all over Europe.

Eddan Katz, the new International Affairs Director of the E.F.F., had come over from the U.S. to connect to the European E.F.F. network, and he gladly took part in our interview. Eddan Katz explained that the Electronic Frontier Foundation is “A non-profit organisation working to protect civil liberties and freedoms online. The E.F.F. has fought for information privacy rights online, in relation to both the government and companies who, with insufficient transparency, collect, aggregate and make abuse of information about individuals.” Another major focus of their advocacy is intellectual property, said Eddan: “The E.F.F. represents what would be the public interest, those parts of society that don’t have a concentration of power, that the private interests do have in terms of lobbying.”

Becky Hogge, Executive Director of the U.K.’s Open Rights Group (O.R.G.), joined our discussion as well. “The goals of the Open Rights Group are very simple: we speak up whenever we see civil, consumer or human rights being affected by the poor implementation or the poor regulation of new technologies,” Becky summarised. “In that sense, people call us -I mean the E.F.F. has been around, in internet years, since the beginning of time- but the Open Rights Group is often called the British E.F.F.

Sales of automobiles in the United States fell as much as 35% in January, compared to the same month a year ago, as manufacturers reported their January sales.

Ford Motor Company NYSEF sales dropped 42% last month from the previous year. General Motors NYSEGM reported a 49% decline. Chrysler was hardest hit among the domestically owned manufacturers with a plunge of 55%.

The decline in sales has not been limited to just US manufacturers. Japanese automaker Toyota NYSETM reported a 32% drop in US sales from a year earlier, Nissan MotorsNASDAQNSANY dropped 30%, and Honda NYSEHMC sales dropped 28%.

Subaru and South Korean Hyundai Motor Company LSEHYUD were two of the few auto firms that reported an increase in sales. They posted gains of eight and fourteen percent, respectively.
