Officials say that progress is being made in a deal to bail out three United States carmakers. The U.S. government will be holding weekend talks on the plan after two days of Congressional hearings.

Dana Perino, the White House press secretary, stated that discussions with both parties had been “constructive”.

Executives from the three companies – General Motors, Ford, and Chrysler – have pleaded before two Congressional committees, asking for $34 billion in order to stop collapse.

“I’m convinced that by Sunday we will have an agreement that people can understand on this bill,” said Barney Frank, a representative from the state of Massachusetts.

The people of Ghana, a country often shown of as an example of a good democracy in Africa, will vote for a new president and parliament.

The current president, John Kufuor, will resign after serving the maximum of two terms in office. The elections are expected to be close.

The three main contenders for the presidency are: the Nana Akufo Addo from New Patriotic Party, who was the foreign minister under the current president, John Atta Mills running for the National Democratic Congress, and the Convention People’s Party’s candidate, one Paa Kwesi Nduom.

The Archbishop of York, Dr John Sentamu, said that Zimbabwe’s president Robert Mugabe must be forced out of office and face trial for his crimes against humanity.

“The time has come for Robert Mugabe to answer for his crimes against humanity, against his countrymen and women and for justice to be done. The winds of change that once brought hope to Zimbabwe and its neighbours have become a hurricane of destruction, with the outbreak of cholera, destitution, starvation and systemic abuse of power by the state,” said Sentamu.

Sentamu that the power-sharing deal that was signed by Mugabe and the Zimbabwean opposition in September was “now dead”.

Dr Sentamu’s statement comes after a severe cholera outbreak spread in Zimbabwe, and saw 12,545 cases reported and 565 people dead.

Republicans experienced another victory late Saturday, as the Associated Press called the race in Louisiana’s 2nd district at 22:35 CST in favor of Anh “Joseph” Cao, heralding the first Vietnamese-American member of Congress and sending the incumbent scandal-ridden Louisiana Congressman William Jefferson home after nine terms.

NHF National Hairdressers’ Federation (NHF) provides salon members with help and information for the hair industry currently has over 6,000 members, which includes small and medium salons that include hair and beauty salons, and Independent Chair Renters. The NHF works on behalf of its members to raise the professionalism and commitment to the hair and beauty industry. Members have access to a range of benefits, including services, products, advice and information that help them to develop their business, including access to a free legal helpline, salon insurance, discounted rates on PPL Licences. It helps its member through representation legal and employement advice. If a salon displays it’s a member of the NHF this does mean it better than another salon down the road. Although it should be noted that the hair salon itself takes its business and contractual arrangements seriously. AHT Association of Hairdressers and Therapists, founded in 1963 by a group of hairdressing teachers as a like minded national network of specialists who exchange good practice and support. This organisations members are more made up from the educational sector of hairdressing. Ranging from lecturers, teachers and assessors who hold relevent teaching qualifications or are working toward achieving those qualifications. The AHT holds National Training initatives, events and specialist demonstrations across its network. HABIA In 1986, the Hairdressing Training Board (HTB) was formed with the objective of working with employers, educators and government to design and implement training and education programmes for the hairdressing industry. Habia is the government appointed standards setting body for hair, beauty, nails, spa therapy, barbering and African type hair, and creates the standards that form the basis of all qualifications including NVQs, SVQs, Apprenticeships, Diplomas and Foundation degrees, as well as industry codes of practice. In 1997, HTB, HTB Scotland, and the Beauty Industry Authority (BIA) formed the Hairdressing and Beauty Industry Authority (HABIA) to include the beauty therapy industry within its remit. Habia was formally launched by Dr Kim Howells, then Minister for Lifelong Learning, at that year’s Salon International exhibition. By 2001, the organisation was being referred to by its initials, HABIA, and by the end of 2004 the decision was made to officially make the company name Habia. By this time, nail services and spa therapy had been added to Habia’s remit. Habia was officially recognised by the government as a National Training Organisation (NTO) until these were abolished in 2001. Currently, Habia is recognised by the government as the Standards Setting Body for the hair, beauty, nails and spa sectors (including barbering and African Caribbean hair). The core responsibilities for Standards Setting Bodies include sector research and information, national occupational standards, qualifications strategy and learning frameworks. A central point of contact for information, Habia provides guidance on careers, business development, legislation, salon safety and equal opportunities, and is responsible to government on industry issues such as education and skills. Habia raises the profile of its industries through the press and media, and is the first port of call for news organisations and broadcasters on news items and background information. Habia also delivers solutions direct to: salons to help them understand complex legislation such as health & safety and employment law, improve client retention and raise business performance; employees to gain the skills that employers need to stay up to date with client demand and the latest techniques, equipment and products, as well as where to go to access learning and suitable qualifications; trainers – to deliver qualifications with training support manuals, and to create successful teaching programmes including induction and initial assessment; learners – by offering books and teaching guides directly related to their studies, and by providing advice on career paths and qualifications. HABIA is very similar to the NHF in its support for salons and individuals. A U.S. federal judge upheld the expulsion of former New York State Senator Hiram Monserrate from the New York State Senate in a ruling on Friday. Monserrate had been found guilty in October of misdemeanor assault, in the criminal trial involving an alleged attack on his girlfriend Karla Giraldo.

Monserrate was expelled from the New York State Senate last week by a majority vote of his fellow senators. The result of the vote was 53 to 8 in favor of expulsion.

Federal judge William H. Pauley III denied a request to temporarily block the expulsion. A lawsuit had been filed by Monserrate, which had asked for a reversal of the former Senator’s explusion and in addition sought a block on a March 16 special election for a replacement.

The New York Civil Liberties Union supported Monserrate in the case. The former Senator argued that the act of being expelled from the Senate was not appropriate, as he claimed it violated due process.

Judge Pauley ruled, “the question of who should represent the 13th Senatorial District is one for the voters, not for this court.” The judge explained that the voting rights of the citizens of the district formerly represented by Monserrate would not be significantly negatively impacted, due to the proximity of the upcoming special election. Monserrate has stated that he will run in the special election, and he is not prohibited from doing so.

The court’s ruling determined that the expulsion by the New York State Senate was not inappropriate, stating, “the power of a body to determine the fitness of its members is embedded in American democracy.” Judge Pauley noted, “Similar processes to discipline have long existed in deliberative bodies at all levels of government.”

New York State Attorney General Andrew Cuomo issued a statement in support of the judge’s ruling. “We are gratified that the Court has confirmed our position that the Senate had the authority to expel Mr. Monserrate,” said the Attorney General. According to The New York Times, Monserrate was expected to appeal the ruling of the court.

Monserrate’s misdemeanor assault conviction pertained to an incident where he dragged his girlfriend through the lobby while exiting his apartment building. He was acquitted by a judge of charges of felony assault. Felony conviction would have resulted in an immediate expulsion from the New York State Senate.

Monserrate is the first politician to be expelled from the New York State Senate in almost a century. He is a former New York City police officer. Prior to becoming a member of the New York State Senate, he was a city councilman. He became a member of the New York State Senate weeks after the alleged conflict with Giraldo, and was made chair of the committee overseeing consumer affairs. Along with Democrat Pedro Espada Jr., Monserrate started a shift in control of the Senate by aligning with the Republican Party.

Myrtle Beach, South Carolina —This weekend is the kick-off for two motorcycle rallies held annually in the U.S. eastern seacoast town of Myrtle Beach. Enthusiasts this year are expected to meet or exceed the 170,000 bikers that arrived last year in droves to the small resort town of 23,000. Festivities span two weeks, and extend again this year into the Memorial Day.

Leading off is the week-long Harley rally, followed by the next week’s BikeFest. In and around town, both day and night are punctured by the sounds of bike engines gunned and revved at stop lights and in parking lots. Groups of cycle riders dominate the streets.

“By Friday night, the front parking lot will be a full line of motorcycles to the corner.” said motel owner Ranjan Patel. The Super 8 motel takes up half a block at its location in the heart of the downtown motel strip. “Both sides [of Ocean Blvd] are nothing but bikes.” Both she and her co-owner husband agree, the influx of bikers dwarf in size the numbers of tourists who visit during regular summer months for ocean-side and family amusement park attractions.

The highly accesorised bikes, decked with chrome and polished to show it, flashed the townscape. Choppers made a showing, but road hogs dominated the ridership, often going twosome. Many rally goers arrived on the scene with SUV’s or big pickup trucks towing cargo trailers loaded with cycles.

Growth in the sheer size of the two rallies led police to make changes in the handling of traffic flow. During BikeFest last year, the mostly black crowd that came in on the heels of the largely white Harley rally the week earlier, were faced with confusion when the two-lane Ocean Blvd was made one-way.

A branch of the NAACP in Conway, the next town over from Myrtle Beach, alleged discrimination by Horry County and Myrtle Beach Police. They claimed authorities and police used an overwhelming and aggressive police presence, combined with a restrictive one-way traffic pattern, to intimidate and discourage the participants in the rally.

An injunction was issued earlier this week by U.S. District Judge Terry Wooten, who ruled that bikers at both rallies be treated the same. Myrtle Beach city lawyers immediately filed an appeal to the ruling at the Fourth U.S. Circuit Court of Appeals, saying “the trial court erroneously determined that the plaintiffs would likely succeed on the merits; that is, that the city of Myrtle Beach intentionally treats Memorial Day weekend tourists differently from others similarly situated because of their race.”

A plan to submit an opposition to the notice has already been announced by Michael Navarre, an attorney for Steptoe & Johnson, who represents the NAACP civil rights group. “We certainly don’t think the judge has ruled erroneously,” Navarre said, according to The Sun News.

Traffic control and safety measures were in full swing Friday morning on US-17. Both directions of the 4-lane divided highway south of Myrtle Beach had traffic cones and parking barriers set up to control traffic. Large flashing road signs on each side of the highway warned cars to use the passing lane. The warning sign flashed a message that the right lane was for motorcycle use only. Police monitored the pull-offs near a Harley dealer’s lot where popular attractions were set-up in the immediate vicinity.

Former Salt Lake City mayor and human rights activist Rocky Anderson took some time to discuss his 2012 U.S. presidential campaign and the newly-created Justice Party with Wikinews reporter William S. Saturn.

Anderson served as mayor of Salt Lake City for eight years (2000–2008) as a member of the Democratic Party. During his tenure, he enacted proposals to reduce the city’s carbon emissions, reformed its criminal justice system, and positioned it as a leading sanctuary for refugees. After leaving office, Anderson grew critical of the Democratic Party’s failure to push for impeachment against President George W. Bush, and for not reversing policies on torture, taxes, and defense spending. He left the party earlier this year and announced that he would form a Third party.

Anderson officially established the Justice Party last week during a press conference in Washington D.C.. He proclaimed “We the people are powerful enough to end the perverse government-to-the-highest-bidder system sustained by the two dominant parties…We are here today for the sake of justice — social justice, environmental justice and economic justice.” The party promotes campaign finance reform and is attempting to appeal to the Occupy Wall Street movement. It is currently working on ballot access efforts, and will hold a Founding Convention in February 2012 in Salt Lake City.

Among other issues, Anderson discussed climate change, health care, education, and civil liberties. He detailed his successes as mayor of Salt Lake City, stressed the importance of executive experience, and expressed his views on President Barack Obama and some of the Republican Party presidential candidates. He spoke in depth about former Massachusetts governor Mitt Romney, with whom he worked during the 2002 Winter Olympics, and fellow Utahan, former governor and U.S. ambassador to China Jon Huntsman, Jr..

Last Saturday, the “Intel Taiwan Overclocking Live Test” took place in the Taipei World Trade Center in Taipei, Taiwan, which drew many spectators to come and see the hardware experts at work. Overclocking (running computer hardware at a higher clock rate than normally) is more of an enjoyment for senior gamers or engineers, while the average computer users may lack the basic concepts of it, causing hardware to halt when they attempt it.

With those issues in mind, Wikinews freelance reporter Rico Shen interviewed Peter “Shamino” Tan, an overclocking expert from Singapore, to clear up some of the basic issues relating to overclocking.

Two web sites purporting to sell tickets to the 2008 Summer Olympic Games due to open in Beijing, China on Friday have been the subject of lawsuits from the International Olympic Committee in United States courts in recent weeks. The web sites, beijingticketing.com and beijing-2008tickets.com, were designed to resemble official sites and often appeared above the official sites in Google searches, and scammed some victims out of up to US$50,000 each for tickets to events such as the Opening Ceremony and swimming, which were listed despite the official Beijing ticket web site stating that tickets to all events had sold out as of July 27. The sites are believed to have taken in millions of dollars in total.

Ken Gamble, a private investigator from Sydney, Australia, believes the sites are operated by Terance Shepherd, whom Gamble has been tracking for several years in relation to other fraudulent web sites selling tickets to events such as the FIFA World Cup. According to Gamble, Shepherd’s modus operandi involves setting up the fake web sites, overselling the tickets, and then failing to produce the tickets. “The story’s always the same,” Gamble said, “it’s an ‘unfortunate mistake’ or someone has ‘let them down’. They promise a refund, which never happens, and the credit companies end up paying all the refunds.” Shepherd owns a home in the London suburb of Blackheath, although authorities believe he is currently hiding in Barbados.

On Monday, beijingticketing.com customers received an email from someone named “Alan Scott”, claiming that the site’s ticket supplier had filed for bankruptcy. The email recommended that customers should contact their credit card companies to seek refunds “immediately”, and said that the company would set up a call centre to provide assistance to its customers. However, the site has been shut down and a phone number previously listed on it has been disconnected. The company’s address, in Phoenix, Arizona, was found to be an empty office space. Visa International has stated that victims who used their Visa card to pay should be able to get their money back, but it is not yet clear whether the same will apply to all customers.
